广西九洲国际建筑工程项目质量管理研究

【摘要】:随着中国——东盟自由贸易区的建成,作为广西首府的南宁市,其城市建设投资获得了持续增长,建筑工程项目规模越来越大。基于南宁市建筑管理处企业管理信息系统的统计数据表明,2015年,南宁市正在施工的建筑工程项目高达1820个,在建设行政主管部门登记备案的具备建筑工程施工资质的企业1350个,依此推算,每个具备建筑施工资质的企业平均能够承接的工程项目数量不足2个,带来了对建筑工程领域的激烈竞争。出于企业生存发展的本能刺激,以及房屋建设单位对项目成本的控制,这两重因素的叠加,使得大多建筑施工企业为了获得项目,都在充分利用招投标合理低价中标这一原则,利用招投标过程中信息的不对称性,在项目招投标的过程中进行恶意竞争。为了中标,许多施工企业往往不顾企业的实力、以及建筑项目施工的实际成本,极力压价,恶意投标,形成了中标企业在后期项目建筑施工过程中出于对“利润”追求,采取“偷工减料、以次充好”的施工思维,给工程质量埋下了严重的安全隐患。本文以广西九洲国际建筑工程项目为例,分析了该项目建设管理现状,运用鱼刺图法对该项目工程质量影响因素进行了识别,发现超高层建筑中的质量影响要素来源多样化、质量隐患多;运用德尔菲法对该项目工程质量影响因素进行了评估,确定了工程质量影响的关键因素分别是项目经理、商品混凝土、钢筋机械、专项技术方案、监管环境和测量方法,这就需要优秀的项目管理者才能顺利地开展工作,而且为了预防质量事故的发生,必须优选施工方法和科学分析环境,严格材料管理、机械管理和测量管理,引入全面质量管理法,建立完善的质量管理体系,统筹协调各参建单位和人员的关系,统一各方认识,树立“质量就是生命”的理念,才能彻底根除建筑行业的陋习,为我国建筑行业的质量管理者提供借鉴和参考,从而不断提高工程质量,促进建筑行业转型升级和发展。
[Abstract]:With the establishment of China-ASEAN Free Trade area, Nanning, as the capital of Guangxi, has achieved a sustained growth in urban construction investment. The scale of the construction project is getting larger and larger. Based on the statistical data of the enterprise management information system of Nanning Building Management Office, in 2015, the number of construction projects under construction in Nanning is as high as 1820. There are 1,350 enterprises with construction engineering qualification registered and put on record by the construction administrative department. According to this calculation, the average number of engineering projects that each enterprise with construction qualification can undertake is less than 2. It brings fierce competition to the field of construction engineering. The combination of these two factors comes from the instinctive stimulation of survival and development of enterprises and the control of project cost by housing construction units. In order to obtain the project, most construction enterprises are making full use of the principle of winning the bid at a reasonable low price and the asymmetry of information in the bidding process. In order to win the bid, many construction enterprises often ignore the strength of the enterprise and the actual cost of the construction project, try their best to reduce the price and bid maliciously. Formed the successful bidding enterprise in the later stage of the project construction process out of the pursuit of "profit", adopt "jerry-building, inferior" construction thinking. This paper takes Jiuzhou International Construction Project in Guangxi as an example to analyze the present situation of the construction management of the project. The influence factors of the quality of the project are identified by using the fish-prick diagram method. It is found that the quality influencing factors in the super-high-rise building are diversified and the quality hidden dangers are many. Using Delphi method to evaluate the influencing factors of the project quality, the key factors of the project quality influence are the project manager, the commercial concrete, the steel bar machinery, and the special technical scheme. Supervision of the environment and measurement methods, this requires excellent project managers to work smoothly, and in order to prevent the occurrence of quality accidents, we must select construction methods and scientific analysis environment, strict material management. Mechanical management and measurement management, the introduction of total quality management method, the establishment of a sound quality management system, the overall coordination of the relationship between the units and personnel involved in the building, unified understanding of all parties to establish the concept of "quality is life". Only then can the bad habits of the construction industry be completely eradicated, and the quality managers of the construction industry in our country can be provided with reference and reference, so as to continuously improve the engineering quality and promote the transformation, upgrading and development of the construction industry.
