大庆市农户土地流转意愿研究

【摘要】:土地是农民的根本,上个世纪70年代国家开始实施的家庭联产责任承包制释放了农户生产经营的动力,使众多农户过上了物质丰富的生活,在当时条件下使农地资源的产益得到了利用和发展,然而中国逐渐进入了工业化市场化经济的快速发展环境中,大量农民转移流动到非农产业和城镇就业,闲置的土地需要被利用起来,土地流转便应运而生;同时家庭联产责任承包制下的农户各自分散耕种的小面积土地无法匹配国家实行的土地政策,这使得土地规模经营变得困难重重,农地资源未能充分使用。大庆市是一个典型的资源型城市,盛产石油,并已经开采超过半个世纪,这也就决定了大庆市作为资源型城市的转型是必然的。土地流转深度挖掘土地各种价值为资源型城市转型提供了一条可行之路。土地流转是完成农业生产规模化经营的一个必然环节,通过农户土地流转,把农户手头分散的土地整合集中流转给本地企业或有一定能力的乡镇企业,从而使农地得到充分使用,农地生产效率被提高,农户收入增加,大庆市经济持续健康发展。本文首先梳理了国内外研究现状和涉及到的理论基础,总结了大庆市土地资源情况,分析了大庆市土地区域划分,整理了近几年大庆市不同流转方式下的土地流转面积;以农户这一最小农村单位对大庆市五区四县发放调查问卷收集整理分析出大庆市农户基本属性、意愿及农户主观意愿产生的原因;统计问卷数据,运用logistic模型做了回归分析,得出了影响农户土地转出意愿的影响因素5个和影响土地转入意愿的影响因素2个,最后,针对实证分析得出的显著影响因素以及农户意愿产生原因中的主要表现的问题,提出了促进大庆市农户土地流转的对策建议:强化政府的涉农政策引导宣传、加快推进大庆市城镇化、工业化进程、培育农地租赁市场,规范土地流转中介服务、加强土地流转网络平台建设、加快第二、三产业发展,培育新型农户土地流转主体、建立可靠的农村社会保障体系。
[Abstract]:Land is the foundation of farmers. In -30s, the responsibility contract system of household joint production began to be implemented by the state, which released the motive force of farmers' production and management, and made many farmers lead a rich life. At that time, the production and profits of agricultural land resources were utilized and developed. However, China gradually entered the rapid development environment of industrialized market-oriented economy, a large number of farmers transferred to non-agricultural industries and urban employment. Idle land needs to be used, land circulation arises at the historic moment; At the same time, the small area of land cultivated separately by the farmers under the contract system of family joint production responsibility can not match the land policy implemented by the state, which makes land scale management difficult. Daqing is a typical resource-based city rich in oil and has been exploited for more than half a century. This also determines the transformation of Daqing City as a resource-based city is inevitable. The depth of land circulation mining land value provides a feasible way for the transformation of resource-based cities. Land transfer is the completion of large-scale agricultural production. An inevitable part of business. Through the land circulation of farmers, the scattered land integration of farmers on hand is transferred to local enterprises or township enterprises with certain capabilities, so that the agricultural land can be fully used and the agricultural land production efficiency is improved. The income of farmers increases, the economy of Daqing City continues to develop healthily. Firstly, this paper combs the domestic and foreign research status and related theoretical basis, summarizes the situation of land resources in Daqing City, and analyzes the division of land regions in Daqing City. The land circulation area under different circulation modes in Daqing City in recent years has been sorted out. The basic attributes, willingness and subjective will of farmers in Daqing City are analyzed by collecting and sorting out questionnaires issued by peasant households to five districts and four counties in Daqing City. Statistical questionnaire data, the use of logistic model to do regression analysis, the impact of five factors affecting the willingness of farmers to land transfer and affect the willingness to land two factors, finally. In view of the significant influence factors and the main problems in the reasons of farmers' willingness, the paper puts forward the countermeasures and suggestions to promote the circulation of farmers' land in Daqing City: strengthen the guidance and propaganda of the government's agriculture-related policies. Speed up the process of urbanization and industrialization in Daqing, cultivate the land rental market, standardize the intermediary services of land circulation, strengthen the construction of land transfer network platform, and accelerate the development of the second and third industries. Cultivate new peasant household land circulation main body, establish reliable rural social security system.
