云南省职工医疗互助活动绩效评价指标体系研究

【摘要】：云南省总工会在遵循我国社会保险制度方针的基础上,在全省开展了职工医疗互助活动。职工医疗互助活动作为基本医疗保险之外的社会保障制度,进一步促进了云南省医疗保障体系多层次和广覆盖化的发展。通过研究活动的发展情况,发现无论是云南省还是其他各个省市,在对职工医疗互助活动的绩效进行评价时,仅仅依照个别指标对活动情况进行简单描述,评判出各个地区活动开展的优劣。这样的绩效评价方式严重缺乏科学合理性,得到的结论并不具有参考价值,对活动后续发展方向无法给出科学合理建议。本文基于上述的问题,对云南省职工医疗互助活动绩效评价的指标体系进行研究。以云南省职工医疗互助活动第十一期补助情况为例,首先,通过目标层次法对云南省职工医疗互助活动绩效进行分析,分析各个层次中的不同因素对活动运行的影响,初步选出指标属性,建立指标体系。然后,根据初建的指标体系,采用条件广义方差极小法来分析,筛选出更加精准的指标体系,再通过数理统计的方法对各个指标的权重进行赋值,建立出综合评价模型,得到云南省职工医疗互助活动的绩效排名。最后通过分析不同方法的绩效排名情况,检验各个方法是否科学合理,结果是否符合实际的情况。从各个方法的排名结果来看,虽然各个办事处的排名略微有些差异,但基本保持一致,说明构建的综合评价模型是科学合理的。然后通过分析各个指标属性对不同准则的影响,发现影响活动绩效水平的原因:一是办事处产生的社会效益与经济发展水平成正相关关系;二是偏远、经济较为落后的地区宣传效果较差,影响活动社会效益。最后根据上面的结论对云南省职工医疗互助活动未来发展提出建议。
[Abstract]:On the basis of following the policy of social insurance system of our country, Yunnan Federation of Trade unions has carried out the mutual medical assistance activities of workers and staff in the province, which is the social security system beyond the basic medical insurance. It further promotes the development of multi-level and wide coverage of medical security system in Yunnan Province. Through the development of research activities, it is found that Yunnan Province or other provinces and cities. In the evaluation of the performance of medical mutual assistance activities, only according to individual indicators to describe the activities of a simple description. Judge the advantages and disadvantages of the activities in various regions. Such a performance evaluation method is seriously lack of scientific rationality, the conclusions are not of reference value. It is impossible to give scientific and reasonable suggestions for the future development of the activities. This paper is based on the above problems. This paper studies the index system of the performance evaluation of the medical mutual aid activities of the staff and workers in Yunnan Province. First of all, taking the 11th period subsidy of the medical mutual aid activities of the staff and workers in Yunnan Province as an example. Through the goal level method to analyze the performance of medical assistance activities of Yunnan staff and workers, analyze the influence of different factors in each level on the operation of the activities, select the index attributes, and establish the index system. According to the newly built index system, the conditional generalized variance minimization method is used to analyze the index system, and then the weight of each index is assigned by mathematical statistics. Establish a comprehensive evaluation model to obtain the performance ranking of medical mutual assistance activities of employees in Yunnan Province. Finally through the analysis of the performance ranking of different methods to test whether each method is scientific and reasonable. Whether the results are realistic or not. Judging from the ranking results of the various methods, although the ranking of the various offices is slightly different, it is generally consistent. It shows that the comprehensive evaluation model is scientific and reasonable, and then through the analysis of the impact of each index attribute on different criteria. First, the social benefits generated by the office have a positive correlation with the level of economic development; The other is that the propaganda effect in the remote and economically backward areas is poor, which affects the social benefit of the activities. Finally, according to the above conclusions, some suggestions are put forward for the future development of the medical mutual aid activities of the staff and workers in Yunnan Province.
