临沂市城区电动三轮车规范管理研究

【摘要】:当前,我国城镇化、机动化同步快速发展,城市交通的规模、形态不断发展变化,受石油资源日趋紧张、节能减排政策实施以及城市交通拥堵、机动车尾气污染加重等诸多因素的影响,新型电动车应运而生。其中,电动三轮车凭借价格低廉、操作简便、节能环保等特点,迅速发展为群众出行的重要交通工具和城市交通系统的有机组成部分。在惠及民生的同时,大部分电动三轮车技术标准不统一,产品质量不过关,部门及行业管理不规范,驾驶人整体安全意识淡薄,交通违法突出,事故多发且处理难度大,给城市交通运输带来安全隐患,也给交通管理带来了新的问题和挑战。临沂市受地理区位、城市发展定位以及经济发展水平的影响,一方面电动三轮车大量增加,满足了短途人货运输需求,另一方面非法营运,严重影响道路交通秩序,干扰客运交通环境的地域性问题十分突出。临沂市政府及相关部门近年来采取了一系列举措加强规范管理和违法治理,取得了一定的成效,但电动三轮车规范运行的长效机制尚未形成。本论文从电动三轮车的发展现状研究入手,综合运用文献分析、比较分析、统计分析等研究方法,分析了支持和规范电动三轮车的必要性,不能简单粗暴管理。同时在借鉴国内外城市管理经验和我国相关法律法规的基础上,深入分析了临沂市城区电动三轮车的管理困境,结合公共政策相关理论提出可行性的建议,即通过依法行政和科学决策,完善管理责任机制,加强源头监管和宣传引导,实行特殊牌照管理,违法常态治理,落实民生保障措施,发展现代高效公共交通体系,鼓励发展替代交通方式等,推动将电动三轮纳入城市综合交通系统依法规范管理,更好地服务社会民生和城市交通运输,为城市可持续发展增添动力和活力。
[Abstract]:At present, with the rapid development of urbanization and motorization in China, the scale and form of urban traffic are constantly developing and changing, and the oil resources are becoming increasingly tight, the implementation of energy conservation and emission reduction policies and urban traffic congestion. The new electric vehicle came into being because of the influence of many factors, such as the aggravation of vehicle exhaust pollution. Among them, the electric tricycle has the characteristics of low price, simple operation, energy saving and environmental protection, etc. The rapid development of the major means of transportation and an organic part of the urban transportation system for mass travel. While benefiting the people's livelihood, most electric tricycles are not unified in technical standards, product quality is not up to standard, and departments and industries are not standardized. The driver's overall safety consciousness is weak, traffic violation is prominent, accidents are frequent and difficult to deal with, which brings safety hidden trouble to urban transportation, and brings new problems and challenges to traffic management. With the impact of urban development orientation and economic development level, on the one hand, the number of electric tricycles has increased substantially, which has met the demand for short-haul transportation of people and goods; on the other hand, illegal operation has seriously affected the order of road traffic. The regional problem of interfering with passenger traffic environment is very prominent. In recent years, Linyi City government and related departments have taken a series of measures to strengthen standardized management and illegal control, and achieved certain results. However, the long-effect mechanism of electric tricycle standard operation has not yet been formed. This paper starts with the research of the current situation of electric tricycle, and synthetically applies the methods of literature analysis, comparative analysis, statistical analysis and so on. This paper analyzes the necessity of supporting and standardizing electric tricycles, and cannot simply manage them roughly. At the same time, based on the experience of urban management at home and abroad and the relevant laws and regulations of our country, this paper deeply analyzes the management dilemma of electric tricycles in Linyi city. Combining with the relevant theories of public policy, this paper puts forward some feasible suggestions, that is, through the administration and scientific decision-making according to law, the improvement of the management responsibility mechanism, the strengthening of the source supervision and propaganda guidance, the implementation of special license plate management, and the normal administration of the violation of the law. To implement livelihood protection measures, to develop modern and efficient public transport systems, to encourage the development of alternative modes of transport, and to promote the incorporation of electric three wheels into the management of urban comprehensive transport systems according to law, so as to better serve the people's livelihood and urban transportation. Add impetus and vitality to the sustainable development of the city.
