【摘要】：随着经济发展的全球化,人才对区域发展的重要性越来越突出。河北省作为典型的人口大省,研究如何提升人才竞争力,通过实施人才战略助于当地经济的迅速发展显得尤为必要。本文以提升河北省人才竞争力为研究视角,运用人力资源相关理论,通过文.献研究法、比较研究法等方法,选取能够比较全面反映人才竞争力的指标,构建河北省人才竞争力评价指标体系,利用国家统计局、国家人力资源和社会保障部、河北省人力资源和社会保障厅等官方统计数据,经过笔者的整理和计算,将影响河北省人才竞争力的指标数据与全国30个省市进行比较,构建SWOT模型,发掘河北省人才竞争力现状的深层成因,并有针对性地提出提升人才竞争力的对策。目前诸多学者对人才竞争力的研究一般基于国家、城市或者企业竞争力层面,将人才竞争力作为影响国家、城市或企业竞争力的重要因素,独立进行人才竞争力的研究较少,对人才竞争力评价指标体系的构建大多采用定性分析,实际应用并不多。本文采用定性与定量相结合的研究方法,基于河北省区域层面进行人才竞争力评价指标体系的构建,对影响人才竞争力的各具体因素进行分析,并将分析结果应用到如何提升人才竞争力的对策研究中,具有较强的实践性。本文通过分析发现,河北省人才竞争力尚有较大的提升空间,某些具体指标在全国排名比较靠后,甚至落后于西部偏远某些省份。作为国内三大经济圈之一——环渤海经济圈的一员,河北省要深刻意识到自身人才竞争力的弱势,通过人才战略引领经济快速发展。
