南安市政府统计数据质量优化研究

【摘要】：地方政府统计机构承担着地方政府统计数据的收集、整理、分析和公布等重要统计任务,是我国统计工作的重要组成部分,其提供的统计数据是国家实行科学决策和管理的重要依据。在大数据时代,统计数据作为服务社会的数据产品,因其具有“非排他性”和“非竞争性”,而被列入“公共产品”或“准公共产品”的范畴,这使地方政府统计机构也具有公共组织的性质。然而由于受到各种内外因素的影响,这种公共产品的社会公信力正受到社会的质疑。如何优化地方政府统计数据质量,发挥数据服务经济社会发展的重要作用,已经成为当前统计工作改革的重点。南安市政府统计机构作为统计系统的基层组织,研究如何优化南安市统计数据质量,一方面对提高南安市统计数据服务质量,促进南安市经济社会发展具有重要意义;另一方面对优化我国其他地方政府统计数据质量,提高我国统计数据公信力也具有重要作用。本论文基于优化南安市统计数据质量的目的,从公共管理的角度出发,紧密结合南安市政府统计工作实际,并运用应用统计和全面质量管理的相关理论进行研究。研究过程中通过借鉴前人研究成果,从数据提供者、管理者、使用者等参与主体的角度,对南安市统计工作进行了全面的分析。首先通过问卷调查和查阅相关资料等方法了解南安市统计工作的现状,并通过对这些现状进行分析,探寻南安市统计工作在统计数据的提供者、数据的管理者、数据的使用者和统计管理制度等方面存在的问题;其次在认真梳理问题的基础上,对南安市政府统计数据质量进行分析,找出背后的影响因素和主要矛盾关系,从中发现影响统计数据质量的根本原因。最后通过借鉴国内外统计管理的经验做法,从宏观方面和微观方面提出优化南安市政府统计数据质量的对策建议。
[Abstract]:Local government statistical agencies are responsible for the collection, collation, analysis and publication of local government statistical data, and are an important part of our country's statistical work. The statistical data it provides is an important basis for the country to carry out scientific decision-making and management. In big data's time, statistical data was used as a data product to serve the society. The inclusion of "public goods" or "quasi-public goods" in the category of "public goods" or "quasi-public goods" because of their "non-exclusiveness" and "non-competitiveness" makes local government statistical offices public organizations... however, due to a variety of internal and external factors, The social credibility of this kind of public goods is being questioned by the society. How to optimize the statistical data quality of local governments and give play to the important role of data services in economic and social development, It has become the focus of the current statistical work reform. As the grass-roots organization of the statistical system, the government statistics agency of Nanan City has studied how to optimize the quality of statistical data in Nanan City, on the one hand, to improve the service quality of statistical data in Nanan City, Promoting the economic and social development of Nanan City is of great significance; on the other hand, it is of great significance to optimize the statistical data quality of other local governments in China. The purpose of this paper is to optimize the quality of statistical data in Nanan City, from the perspective of public management, closely combined with the actual situation of the government statistical work in Nanan City. In the process of research, from the point of view of data providers, managers, users and other participants, through the reference of previous research results, the author uses the relevant theories of applied statistics and total quality management to study. This paper makes a comprehensive analysis of the statistical work in Nanan City. Firstly, through the methods of questionnaire investigation and reference of relevant materials, we understand the current situation of the statistical work in Nanan City, and analyze the present situation. To explore the statistical work in Nanan City in the statistical data providers, data managers, data users and statistical management system and other aspects of the problems; secondly, on the basis of carefully combing the problems, This paper analyzes the quality of the government statistical data in Nanan City, finds out the influencing factors and the principal contradiction relations, and finds out the fundamental reasons that affect the quality of the statistical data. Finally, the author draws lessons from the experience of domestic and foreign statistical management. The countermeasures and suggestions on optimizing the quality of government statistical data in Nanan City are put forward from the macro and micro aspects.
