不同群体对滇池流域的环境正义问题认知比较研究

【摘要】:改革开放后,滇池流域的社会经济取得了长足的发展,但这种以牺牲生态环境为前提的发展,最终引发了诸多的环境正义问题,尤其是水环境的日趋恶化,逐渐成为了社会经济可持续发展的主要障碍。在生态文明建设的大背景下,更需要处理好人与自然之间的关系,把滇池流域这种“先污染后治理”发展模式所带来的水环境正义问题进行妥善解决。环境地理学作为地理学的二级学科,人类与自然环境的关系是其研究对象,本文同样以人与自然的关系为研究对象,从不同群体的视角出发,分析不同群体对滇池流域人与自然之间的环境正义问题认知,并对认知进行比较分析,全文包括五个主要部分:首先,通过对相关史记资料的整理,揭示出滇池流域人与自然之间存在的环境正义问题,表现在水域面积变迁和水质变迁两个方面,通过本章提出的问题为后文分析问题和解决问题做铺垫。其次,通过文献分析法对关于滇池流域水环境污染和治理的文献进行统计分析与归类处理,通过R软件和主题模型方法,并结合人工分析处理,使各污染原因和治理措施数字化,从而分析学者对滇池流域环境正义问题的形成原因和环境正义措施的认知情况。再次,通过网络问卷调查和深入访谈的方法,分析民众的认知情况。然后,通过文本挖掘方法,对政府发布的治污文件、政策法规和规划进行质性研究,分析政府的认知情况。最后,从环境正义的三个评价指标(环境权利、环境义务和公众参与)出发,对学者、民众和政府的认知进行比较分析,揭示了不同群体认知差异的原因,并为协同认知提供了建设性建议。学者、民众和政府作为不同的不同群体,对滇池流域环境正义的认知虽然存在差异,但总体上呈现出“大同小异”的局面。针对认知的差异性,不同群体通过共同努力来尽可能的实现认知一致,推动滇池流域环境正义的实现。此外,以滇池流域环境正义问题研究为个例,为相同类型的流域在实现环境正义目标的进程中提供建设性意见。
[Abstract]:After the reform and opening up, the social economy of Dianchi Lake Basin has made great progress, but this kind of development, which is based on the premise of sacrificing the ecological environment, has caused many problems of environmental justice, especially the worsening of the water environment. It has gradually become the main obstacle to the sustainable development of social economy. Under the background of the construction of ecological civilization, it is even more necessary to deal with the relationship between man and nature. The problem of water environmental justice brought by the development model of "pollution first and then remediation" in Dianchi Lake Basin is solved properly. As a secondary discipline of geography, the relationship between human beings and natural environment is the object of study. This paper also takes the relationship between man and nature as the research object, from the perspective of different groups, analyzes the cognition of environmental justice between people and nature in Dianchi Lake Basin, and makes a comparative analysis of cognition. The full text includes five main parts: firstly, by sorting out the relevant historical records, the paper reveals the environmental justice problem between man and nature in Dianchi Lake Basin, which is manifested in the changes of water area and water quality. The problems raised in this chapter pave the way for the later analysis and solution of the problems. Secondly, the literature on water pollution and control in Dianchi Lake Basin is statistically analyzed and classified by literature analysis. By means of R software and subject model, combined with manual analysis and treatment, the causes and measures of pollution are digitized, so as to analyze the causes of environmental justice in Dianchi Lake Basin and the cognition of environmental justice measures. Through the method of network questionnaire survey and in-depth interview, this paper analyzes the cognition of the public. Then, through text mining, the paper carries out qualitative research on the government's pollution control documents, policies, laws and plans, and analyzes the government's cognition. Finally, Based on the three evaluation indicators of environmental justice (environmental rights, environmental obligations and public participation), this paper makes a comparative analysis of the cognition of scholars, the public and the government, and reveals the reasons for the differences in cognition among different groups. Scholars, people and the government, as different groups, have different cognition of environmental justice in Dianchi Lake Basin. But on the whole, there is a situation of "more or less alike". According to the difference of cognition, different groups make joint efforts to realize cognitive consistency as far as possible, and promote the realization of environmental justice in Dianchi Lake Basin. Taking the study of environmental justice in Dianchi Lake Basin as an example, constructive suggestions are provided for the same type of watershed in the process of realizing the goal of environmental justice.
