基于宅基地退出的土地再利用模式研究

【摘要】：随着工业化和城镇化的不断发展,城镇建设用地日益紧张,作为后备发展用地的农村建设用地地位日益重要,而作为农村建设用地的重要部分,农村宅基地超标、闲置现象普遍,因此,科学的整理利用这部分土地至关重要。通过多途径的引导宅基地退出后,如何高效、集约的利用这部分土地成为关键,也是宅基地制度改革的重要内容。同时,农村宅基地的可持续利用,是农村经济社会稳定和健康发展的重要保障,因此,基于宅基地退出合理分类和退出影响因素来分析探讨土地再利用模式具有重要意义。本研究通过问卷调查、深入访谈和文献回顾等方法获取农村宅基地退出相关资料,运用数理统计、二元Logistic回归和聚类分析,研究宅基地退出的影响因素及特点,对退出宅基地土地进行分类,立足于实践探讨不同社会经济、自然条件下的农村退出宅基地土地再利用模式。主要结论如下:1.根据实地调研数据,运用系统聚类分析,将宅基地退出分为:经济发达区小面积人口流动型宅基地退出、经济因素主导型宅基地退出、经济欠发达区政策限制型宅基地退出、经济欠发达区补偿型宅基地退出四类。2.通过文献梳理及对农村宅基地退出情况进行调查和分析,将宅基地退出原因定性地分为四大因素:经济因素、社会因素、管理与政策因素、资源与环境因素。运用二元Logistic回归模型,得到宅基地退出影响因素:农户受教育程度、收入水平、家庭负担、房屋状况、村庄的区位条件。3.立足于实践,归纳总结出三种再利用模式,并从建立节约集约评价和奖励机制、探索宅基地增值功能的多种实现途径、转变居住方式促进宅基地集约利用等方面,提出土地再利用模式优化建议。
[Abstract]:With the continuous development of industrialization and urbanization, urban construction land is increasingly tense. As a reserve development land, the status of rural construction land is increasingly important, and as an important part of rural construction land, rural residential land exceeds the standard. The phenomenon of idleness is widespread, so it is very important to arrange and utilize this part of land scientifically. How to use this part of land efficiently and intensively becomes the key after multi-way guide homestead exits. At the same time, the sustainable use of rural homestead is an important guarantee for the stable and healthy development of rural economy and society. It is of great significance to analyze and discuss the land reuse model based on the reasonable classification of homestead withdrawal and the influencing factors. This study obtains the relevant data of rural homestead withdrawal by means of questionnaire, in-depth interviews and literature review. By means of mathematical statistics, binary Logistic regression and cluster analysis, this paper studies the influencing factors and characteristics of homestead withdrawal, classifies the withdrawing homestead land, and probes into different social economy based on practice. The main conclusions are as follows: 1.According to the field investigation data and the systematic cluster analysis, the homestead withdrawal can be divided into: small area population floating homestead withdrawal in the economically developed areas. Economic factors leading to the withdrawal of homestead, policy restrictions on the withdrawal of Homestead in the less developed areas, and the withdrawal of compensatory Homestead in the less developed areas of the economy. 2. Through literature review and investigation and analysis of the situation of the withdrawal of rural Homestead. The reasons for homestead withdrawal are qualitatively divided into four factors: economic factor, social factor, management and policy factor, resource and environmental factor. Income level, family burden, housing condition, location condition of village. Based on practice, this paper sums up three kinds of reuse models, and explores various ways to realize the value-added function of homestead from the establishment of economy-intensive evaluation and incentive mechanism. To improve the intensive use of residential land and other aspects, this paper puts forward suggestions on land reuse mode optimization.
