【摘要】：自2004年起至今,中央1号文件连续14年锁定“三农”主题。“三农”问题的核心是农民问题,在中国,人口最多的农民,却构成了中国最大的弱势群体,这是由于农民个体无法有效面对激烈的市场竞争和复杂的社会环境。而通过农民专业合作社这一经济组织,可以将单个农民有效组织起来进行生产经营,从而解决农民单打独斗闯市场的问题。也就是说,提高农民专业合作社的组织化程度,可以促进有关农业、农村、农民问题的解决。国、内外的有关研究,也一致承认提高农民专业合作社的组织化程度对解决农民问题有着积极的正向影响。北京作为我国的首都,其“三农”方面的发展对全国而言,具有示范性和指导性的意义,而通州区是万众聚焦的北京城市副中心,在京津冀一体化、城乡一体化、农村城市化的大格局下,农业面临着产业升级和结构调整,如何提高农民专业合作社的组织化程度,是一项重要的研究课题。本研究正是这个大背景及相关理论基础上,从理论研究和实证分析两个方面着手,对北京市通州区农民专业合作社组织化程度进行综合评价,即通过量化打分,最终得出该地区农民专业合作社组织化程度的高或低。本研究是以北京市通州区的农民专业合作社理事长和社员作为调查对象,参考了以往学者的评价指标,采用李克特五分量表法设计了调查问卷,以判断抽样和随机抽样相结合的方式选取了30家典型的农民专业合作社,对其中的150名理事长和社员进行了问卷调查。对所得数据进行汇总整理后,运用描述性统计法、信度效度分析法、主成分分析法等统计学分析方法,计算出农民专业合作社组织化程度的综合得分,从而得出综合评价。针对评价结果,本研究针对如何提高农民专业合作社组织化程度,从政府及农民专业合作社两个层面提出了对策建议。本研究对该地区的农民专业合作社下一步科学发展具有较为深远的理论和实践意义。本研究有两方面重要意义:(1)通过对农民专业合作社程度的实证研究,对农民专业合作社规范化建设和运行发展以及提高组织化程度的有关理论,进行了充实和丰富,为指导通州区、北京市乃至全国的农业与农村经济社会发展提供了启发和参考。(2)本文是针对北京市通州区农民专业合作社组织化程度进行的实证分析与研究,在此基础上构建的衡量农民专业合作社组织化程度的指标评价体系,对该地区农民专业合作社组织化程度进行的实证评价以及提出的如何提高农民专业合作社组织化程度的建议,均对该地区具有较强的现实指导意义。目前,极少有相关学者针对该地区的农民专业合作社组织化程度进行过实证研究,本研究在一定程度上是相对较少的。
[Abstract]:Since 2004, Central Committee document No. 1 has focused on the theme of "agriculture, rural areas and farmers" for 14 consecutive years. The core of the "three rural issues" is the peasant problem. In China, the most populous farmers constitute the largest vulnerable group in China. This is because the individual farmers can not effectively face the fierce market competition and the complex social environment, and through the farmers' specialized cooperatives, an economic organization, individual farmers can be effectively organized to carry out production and management. In order to solve the problem of farmers breaking into the market on their own, that is to say, to improve the degree of organization of specialized farmers' cooperatives, we can promote the solution of problems related to agriculture, rural areas, and farmers. It was also unanimously recognized that improving the organizational level of specialized farmers' cooperatives has a positive positive impact on the solution of peasant problems. As the capital of our country, Beijing's development in the "three rural areas" is of exemplary and instructive significance to the whole country. Tongzhou District is a central part of Beijing. Under the situation of integration of Beijing, Tianjin and Hebei, integration of urban and rural areas, and urbanization in rural areas, agriculture is facing industrial upgrading and structural adjustment. How to improve the degree of organization of specialized farmers' cooperatives? This research is an important research topic. Based on this background and related theories, this study comprehensively evaluates the degree of organization of farmers' specialized cooperatives in Tongzhou District, Beijing, from two aspects: theoretical research and empirical analysis. That is to say, by quantifying the score, we can conclude that the degree of organization of the farmers' professional cooperatives in this area is high or low. This study takes the chairman and members of the farmers' professional cooperatives in Tongzhou District of Beijing as the investigation object, and refers to the evaluation indexes of the previous scholars. The questionnaire was designed by using the Richter five scale method, and 30 typical farmers' professional cooperatives were selected by combining sampling and random sampling. A questionnaire survey was conducted among the 150 directors and members. After collecting and arranging the data, the statistical analysis methods, such as descriptive statistics, reliability and validity analysis, principal component analysis and so on, were used. The comprehensive score of the degree of organization of farmers' specialized cooperatives is calculated, and the comprehensive evaluation is obtained. In view of the evaluation results, this study aims at how to improve the degree of organization of farmers' specialized cooperatives. This study has profound theoretical and practical significance for the further scientific development of farmers' professional cooperatives in this area. This study has two important meanings. Through an empirical study of the degree of farmers' professional cooperatives, It enriches and enriches the relevant theories of standardized construction, operation and development of farmers' specialized cooperatives, as well as improving the degree of organization, in order to guide Tongzhou District, This paper is an empirical analysis and research on the degree of organization of farmers' specialized cooperatives in Tongzhou District of Beijing. On this basis, an index evaluation system to measure the degree of organization of farmers' specialized cooperatives is constructed. The empirical evaluation of the degree of organization of farmers' specialized cooperatives in this area and the suggestions on how to improve the degree of organization of farmers' professional cooperatives are of great practical significance to this region. Few scholars have carried out empirical research on the degree of organization of farmers' professional cooperatives in this area. To some extent, this research is relatively few.
