天津市最低工资标准适度性探究

【摘要】:保障低收入劳动者合法权益是我国实行最低工资制度的根本初衷,最低工资标准的适度与否是这一初衷能否得到实现的关键。过高或过低的最低工资标准均会对劳动者权益及社会经济的正常运行带来不利影响。天津市自1995年开始正式实行最低工资制度,是我国最早实行最低工资的地区之一,截至2015年底,天津市最低工资标准已经调整18次,最低工资标准已由最初每人每月210元上调到2015年的1850元。那么就天津市目前的最低工资标准和上涨趋势而言,能否满足劳动者基本生活和发展价值的需要?最低工资标准的实施是否对社会经济运行带来了不利影响?最低工资标准与主要经济指标的关系是否适度?这些问题的提出需要我们对天津市最低工资标准进行深入探讨。本文以天津市最低工资标准为研究对象,以古典经济学派的工资最低限度理论、马克思的最低工资理论、效率工资理论作为最低工资标准适度性研究的重要理论基础,搜集了天津市有关统计数据,对天津市最低工资标准的适度性进行探究。首先,从劳动者权益保护、公平收入分配、人力资本投资、影响社会稳定的角度对适度性最低工资标准研究的价值进行阐述,并分别从理论层面和借助灰色关联分析法的数量分析角度对最低工资标准影响因素进行分析,对最低工资标准适度性探究的判别依据进行说明。其次,文章分析了天津市最低工资标准的实施现状,发现天津市最低工资标准存在调整频率和调整时间不固定、近年来增长率走低的问题,并且通过回归模型分析,发现目前最低工资标准尚未对企业生产经营产生不利影响。再次,文章根据第三章灰色关联分析结果,借助图表方式进一步分析了天津市最低工资标准与各关键经济指标的适度性关系,得出目前天津市最低工资标准偏低的结论;随后,运用比重法和ELES方法对最低工资标准进行了组合测算,在此基础上对最低工资标准进行了动态调整。最后文章基于天津市目前最低工资标准偏低的状况,提出了提高立法层次、建立科学适度的测算方法、明确调整机制、健全三方协商程序、加强监管等对策建议。
[Abstract]:Protecting the legitimate rights and interests of low-income workers is the fundamental original intention of implementing the minimum wage system in China. Whether the minimum wage is appropriate or not is the key to the realization of this original intention. A high or too low minimum wage will have a negative impact on workers' rights and interests and the normal operation of social economy. Tianjin has opened since 1995. Before the implementation of the minimum wage system, As of end of 2015, the minimum wage standard in Tianjin has been adjusted 18 times. The minimum wage standard has been raised from 210 yuan per person per month to 1, 850 yuan in 2015. So in terms of the current minimum wage standard and rising trend in Tianjin, can it meet the needs of workers' basic living and development value? Has the implementation of the minimum wage had a negative impact on socio-economic functioning? Is the relationship between the minimum wage and major economic indicators appropriate? This paper takes Tianjin minimum wage standard as the research object, takes the classical economic school's minimum wage theory, Marx's minimum wage theory, Efficiency wage theory, as an important theoretical basis for the study of the appropriateness of minimum wage standard, collects the relevant statistical data of Tianjin, and probes into the appropriateness of Tianjin minimum wage standard. First, from the perspective of the protection of workers' rights and interests, From the perspective of fair income distribution, investment of human capital and influence on social stability, the paper expounds the value of the study on the moderate minimum wage. And respectively from the theoretical level and with the help of grey correlation analysis of the quantitative analysis of the minimum wage standard analysis of the impact factors, the minimum wage standards to explore the appropriateness of the basis for discrimination. Secondly, This paper analyzes the present situation of the implementation of the minimum wage standard in Tianjin, and finds that the adjustment frequency and adjustment time are not fixed, the growth rate is low in recent years, and the regression model is used to analyze it. It is found that the current minimum wage has not had a negative impact on the production and operation of enterprises. Thirdly, according to the results of the grey relational analysis in Chapter 3, This paper further analyzes the moderate relationship between the minimum wage standard and the key economic indicators in Tianjin by means of charts, and draws the conclusion that the minimum wage standard in Tianjin is on the low side at present. This paper uses the method of specific gravity and ELES to calculate and calculate the minimum wage standard, and on this basis makes a dynamic adjustment of the minimum wage standard. Finally, based on the situation of the low minimum wage standard in Tianjin at present, the author proposes to raise the level of legislation. It is necessary to establish scientific and moderate calculation method, clear adjustment mechanism, perfect tripartite consultation procedure, strengthen supervision and so on.
