上海民营科技企业创新能力评价研究

【摘要】:民营科技企业汇聚“民营”和“科技”两大当代中国发展潮流,经过30多年的发展,已经成为推动我国经济增长、提高自主创新能力、增加就业机会的的一支重要的力量。近年来,上海市民营企业发展迅速,呈现出数量与质量同步提高的可喜局面,据上海市工商部门统计,2014年上半年私营企业户数达96.9万户,同比增长17.7%;注册资本(金)总额33333.3亿元,同比增长40.2%;户均注册资本(金)343.9万元,同比增长19.2%。与此同时,上海市民营经济运行监测平台数据显示,市民营企业上缴税金1366.95亿元,同比增长15.4%(中国工商日报,2014-8-19)。上海民营科技企业是上海民营经济的重要组成部分和重要力量,对上海自贸区的发展和上海市经济社会发展、改善民营经济结构、促进发展方式的转变具有重要的推动作用和战略意义。但是,民营科技企业在发展中又面临着科技成果转化率低、融资难、人才流失等诸多问题,限制了企业的发展。笔者认为,对于民营科技企业而言,创新是其生存和发展的关键因素。民营科技企业要想做大做强,必须提高其创新能力。因此,本文基于我国第一大经济区域上海民营科技企业为研究对象,探索民营经济在科技创新方面存在的问题,以期提高民营科技企业创新能力,促进民营企业转型升级、创新发展,带动上海民营经济的蓬勃发展。本文首先对民营企业发展现状及上海民营科技企业进行深入分析的基础上,通过文献研究,界定民营科技企业和企业创新能力的相关内涵,其次,系统梳理创新理论、创新能力理论和企业可持续发展理论等相关文献基础上,构建上海民营科技企业创新能力评价指标,再次,通过搜集相关数据,根据上海各区的民营科技企业发展现状,进行实证研究,对上海各区民营科技企业创新能力进行评价,依据各区结果,进行对比分析,最后,从政府层面和企业层面,提出相应的对策和建议。
[Abstract]:After more than 30 years of development, private science and technology enterprises have become the driving force for China's economic growth and the ability of independent innovation. In recent years, private enterprises in Shanghai have developed rapidly, showing a gratifying situation of simultaneous improvement in quantity and quality. According to the statistics of the Shanghai Municipal Industry and Commerce Department, the number of private enterprise households reached 969000 in the first half of 2014. The total registered capital (gold) is 3.33333 trillion yuan, up 40.2% from the same period last year; the registered capital (gold) is 3.439 million yuan per household, an increase of 19.2 yuan. At the same time, the data from the Shanghai private economic operation monitoring platform show that the city's private enterprises pay 136.695 billion yuan in taxes. Shanghai private scientific and technological enterprises are an important component and an important force in Shanghai's private economy, which will improve the structure of private economy in Shanghai and in the development of Shanghai's free trade zone and Shanghai's economic and social development. Promoting the transformation of development mode has important impetus and strategic significance. However, in the process of development, private science and technology enterprises are faced with many problems, such as low conversion rate of scientific and technological achievements, difficulty in financing, brain drain and so on. The author believes that innovation is the key factor to the survival and development of private science and technology enterprises. If private science and technology enterprises want to become bigger and stronger, they must improve their innovation ability. Based on the research object of Shanghai private science and technology enterprises in the first economic region of our country, this paper explores the problems existing in science and technology innovation in private economy, in order to improve the innovation ability of private science and technology enterprises, promote the transformation and upgrading of private enterprises, and innovate and develop. Based on the deep analysis of the current situation of the private enterprises and the private science and technology enterprises in Shanghai, this paper defines the connotation of the private science and technology enterprises and the innovation ability of the private science and technology enterprises through the literature research. Secondly, systematically combing the innovation theory, innovation ability theory and enterprise sustainable development theory and other related literature, building Shanghai private science and technology enterprises innovation evaluation index, again, through collecting relevant data. According to the current situation of the development of private science and technology enterprises in various districts of Shanghai, this paper carries out an empirical study, evaluates the innovation ability of private science and technology enterprises in various districts of Shanghai, makes a comparative analysis according to the results of each district, and finally, from the level of government and enterprise, Put forward the corresponding countermeasure and suggestion.
