国家火炬计划项目效率评价及其影响因素分析

【摘要】:作为火炬计划的重要组成部分,火炬计划项目的实施对我国科技创新和高新技术成果转化能力的提升,以及推动我国高新技术产业的发展,经济发展方式的转变,创新型国家的建设具有重要作用。火炬计划项目在实践发展过程中逐渐积累了许多宝贵经验,取得了显著成效,但从整体上看火炬计划项目也存在区域和行业发展不平衡、投入要素过剩等诸多问题,未来仍具有较大的发展空间。为此,对国家火炬计划项目效率进行全面而深入的评价分析,以及揭示影响国家火炬计划项目效率的关键因素,将有助于进一步深入探究国家火炬计划项目的发展规律,继而促进我国高新技术成果商品化、产业化和国际化。基于上述背景,本文以2007年至2012年中国大陆24个省市国家火炬计划项目的面板数据为样本,对国家火炬计划项目的效率问题进行了研究:首先,通过描述性统计从多个角度出发对国家火炬计划项目的发展现状进行分析,从而在整体上掌握国家火炬计划项目的综合发展情况;其次,结合国家火炬计划项目自身发展的特点,采用投入导向的BCC模型和Malmquist生产率指数对国家火炬计划项目进行静态和动态的全面效率评价分析,并探讨其综合发展模式;再者,对国家火炬计划项目效率的影响因素进行理论分析,并利用Tobit模型验证国家火炬计划项目技术效率的关键影响因素;最后,根据上述实证研究结果提出相应的国家火炬计划项目效率提升的政策建议。研究结果表明:从总体上看,国家火炬计划项目的技术效率不高,尚存在投入要素浪费的现象,但整体呈不断改进的趋势;相对而言,资源配置效率比规模效率对国家火炬计划项目整体经营效率的制约作用更大;东部地区、中部地区以及西部地区的国家火炬计划项目的发展存在着显著的差异,但是其总体发展趋势相似;项目规模、产业结构、产业绩效与劳动力素质等四个因素与国家火炬计划项目的技术效率显著相关。为促进国家火炬计划项目发展,应注重资源配置效率和技术创新能力的共同提升,充分利用自身优势以及突出其地区特色,并打破区域限制,促进区域协调发展。
[Abstract]:As an important part of the torch plan, the implementation of the torch plan project will enhance the ability of scientific and technological innovation and the transformation of high-tech achievements in our country, as well as promote the development of China's high-tech industry and the transformation of the mode of economic development.The construction of an innovative country plays an important role.The torch plan project has gradually accumulated many valuable experiences in the process of practice and development, and achieved remarkable results. But on the whole, the torch plan project also has many problems, such as unbalanced regional and industry development, excessive input elements, and so on.There is still room for development in the future.Therefore, a comprehensive and in-depth evaluation and analysis of the efficiency of the National Torch Plan project, as well as revealing the key factors affecting the efficiency of the National Torch Plan Project, will be helpful to further explore the development law of the National Torch Plan Project.Then promote the commercialization, industrialization and internationalization of high-tech achievements in China.Based on the above background, this paper takes the panel data of 24 provinces and cities in China from 2007 to 2012 as a sample to study the efficiency of the National Torch Plan: first,Through descriptive statistics, this paper analyzes the current situation of the development of the National Torch Plan project from several angles, so as to master the comprehensive development situation of the National Torch Plan Project as a whole. Secondly,According to the characteristics of the national torch plan project's own development, the paper uses the input oriented BCC model and the Malmquist productivity index to analyze the static and dynamic overall efficiency evaluation of the national torch plan project, and probes into its comprehensive development model.This paper theoretically analyzes the influencing factors of the national torch plan project efficiency, and verifies the key factors of the national torch plan project technical efficiency by using the Tobit model. Finally,According to the above empirical research results, the corresponding national torch project efficiency improvement policy recommendations are put forward.The results show that: overall, the technical efficiency of the National Torch Plan project is not high, there is still a waste of input elements, but the overall trend of continuous improvement; relatively speaking,The resource allocation efficiency is more restrictive to the overall operating efficiency of the National Torch Plan project than the scale efficiency, and there are significant differences in the development of the National Torch Plan Project in the eastern, central and western regions.However, the overall development trend is similar; the scale of the project, industrial structure, industrial performance and labor quality are significantly related to the technical efficiency of the National Torch Plan project.In order to promote the development of the National Torch Plan project, we should pay attention to the joint promotion of resource allocation efficiency and technological innovation ability, make full use of their own advantages and highlight their regional characteristics, break the regional restrictions, and promote the coordinated development of the region.
