计划生育监督信息化模块建立与应用探讨

【摘要】：依据:《中华人民共和国统计法》明确阐明信息统计工作任务是对国民经济和社会发展情况进行统计调查、统计分析,提供统计资料和统计咨询意见,实行统计监督。卫生计生合并以后,关于计划生育监督工作的信息统计,应有卫生计生行政部门拟订统计调查项目,对属于本部门管辖系统内的调查对象进行信息采集工作,并制定相关工作制度。《全国卫生统计工作管理办法》规定卫生统计工作的基本任务是依照《统计法》和国家有关法律、政策,采集卫生资源投入、分配与利用,卫生服务质量和效益,居民健康水平等统计数据,提供统计资料和统计分析,实行统计咨询与统计监督。《卫生监督信息报告管理规定》规定卫生监督信息报告是卫生监督工作的重要内容,是卫生行政部门的基本职能,各级卫生行政部门应当加强卫生监督信息报告工作的组织领导和监督管理,各级卫生监督机构应当认真组织落实,按照本规定要求做好卫生监督信息报告工作。按照国家要求,在计划生育监督开展之初着手开展监督信息化建设研究工作,使计生监督执法向标准化、规范化、科学化、信息化方向发展。目的:《卫生监督信息化管理的探讨》中评价卫生监督管理信息化,不仅是卫生监督竞争的需要,更是生存和发展的需要。现代医学模式的转变决定了卫生信息管理模式转变的必然性;计算机技术、网络技术的飞速发展,为卫生监督信息管理模式的转变提供了必要的物资条件和技术支持。实现卫生监督管理信息化具有非常重要的意义。方法:采用方便抽样的方法,2014年至2016年,对全国参与计划生育监督信息化建设研究的省、市、县监督机构及人员进行共三期的问卷调查,共计发放问卷263份,回收230份,回收率为87.5%,提出无效问卷1份,最后有效问卷229份,有效回收率为99.6%。研究的省、市、县(区)监督机构及人员进行问卷调查和深入访谈,并收集了全国17个省级综合监督执法机构,25家市级监督机构,95家县区监督机构开展计划生育监督工作相关数据资料。结果:研究目标是设计完成《计划生育监督被监督单位信息卡》、《计划生育监督检查信息卡》、《计划生育监督案件查处信息卡》,与信息卡内容对应的信息汇总表,计划生育监督检查业务用表和监督规范用语,通过设计监督模板,该模板在计划生育监督信息系统中的应用将全面促进和改善工作质量,使计划生育监督工作向信息化、科学化、规范化方向发展。通过信息化的应用,提高监督员的工作效率,提升监督员的执法能力和工作水平;制定全国计划生育监督信息化发展规划,从而推进我国各项计划生育政策法规顺利实施,及时掌握计划生育监督工作动态,辅助我国计划生育科学决策发挥着重要作用;为创新完善社会管理、推进卫生计生综合监督体系建设、提升社会管理效能和服务质量开创新的途径。形成计划生育监督工作全国统一使用的信息报告卡和汇总表。推进计划生育监督的信息化进程,提高机关工作人员的整体素质,提高领导者的信息管理与决策能力。结论:1.通过计生监督信息化的研究与应用,发现信息化工作的发展水平存在地区间的差异,研究产生的原因。2.通过计生监督信息化的研究与应用,有利于建立更具有应用价值的的信息数据库,实现卫生计生监督信息数据的科学化、智能化、网络化的动态管理新模式。3.信息化技术在计生监督执法中应用有利于促进各级卫生计生行政部门和监督机构进一步规范监督执法工作,对促进地区的计生监督发展规划和保驾护航新时期人口政策意义重大。
[Abstract]:According to the statistical law of the People's Republic of China, the task of information statistics is clearly stated in the statistical investigation of the national economic and social development, statistical analysis, statistical information and statistical consultation, and statistical supervision.
