基于土地功能的农村闲置宅基地再利用模式研究

【摘要】：快速城镇化进程中,农村涌现建房热,但旧房不拆、新建无序,加之农村劳动力长期离土离乡,造成农村居民点用地只增不减,农村宅基地闲置问题日益凸显,闲置数量多,比例大。农村宅基地的大量闲置对我国耕地保护、粮食安全、农村稳定造成了一定威胁,也与我国土地节约集约利用的基本原则相悖。在新农村和美丽乡村建设背景下,为提高土地资源利用效率,实现农村全面协调可持续发展,解决农村宅基地闲置问题迫在眉睫。本研究以实地农户调查数据和相关案例为基础,对湖南省内宁乡县、株洲市、湘西自治州、郴州市等地的宅基地利用和闲置情况进行描述性统计,运用定性分析、定量分析、二项logistic回归分析、实证研究等方法,分析湖南农村宅基地闲置的原因。在此基础上,基于土地利用功能的系统分类,提出农村闲置宅基地再利用模式。其主要结论如下：(1)当前湖南省农村宅基地闲置现象普遍、数量大、分布散、类型多样,集中利用困难；(2)宅基地闲置原因复杂,总体上分为人口迁移、宅基地面积超标、一户多宅、管理缺位、规划滞后等,实地调研数据分析得知,家庭外出务工人数、宅基地面积、住宅结构、住房面积对宅基地闲置有显著影响；(3)从三个方面探讨闲置宅基地的再利用问题,一是闲置宅基地再利用的基础,即农村宅基地的流转和有偿退出。二是结合土地利用功能分类的概念,提出生产、生态、社会功能优先的闲置宅基地再利用模式。三是对比分析不同模式下的闲置宅基地再利用特点和具体措施,探讨三种模式的适用范围。在远郊农耕区整理复耕,在远郊山地丘陵区搬迁还林,在近郊发达区发展农业产业；借鉴郴州市闲置宅基地治理经验,包括小康新村建设模式及生态旅游农业建设模式,提出政府组织下的,行政、经济、法律多手段相结合的闲置宅基地综合治理方案。
[Abstract]:In the process of rapid urbanization, there is a fever for building houses in rural areas, but old houses are not demolished, and new buildings are built disorderly. In addition, the rural labor force has left the land for a long period of time away from their homes, resulting in an increase in the number of rural residential land, and the problem of idle rural homestead has become increasingly prominent. The proportion is large. The large amount of idle land in rural areas has posed a certain threat to the protection of cultivated land, food security and rural stability in China, and it also runs counter to the basic principle of land conservation and intensive utilization in China. Under the background of new rural and beautiful rural construction, it is urgent to improve the efficiency of land use, to realize the overall coordinated and sustainable development of rural areas, and to solve the idle problems of rural homestead. Based on the survey data of field farmers and related cases, this study makes descriptive statistics on the utilization and idle situation of homestead in Ningxiang County, Zhuzhou City, Xiangxi Autonomous Prefecture, Chenzhou City and other places in Hunan Province, using qualitative analysis and quantitative analysis. Two logistic regression analysis, empirical research and other methods to analyze the reasons for the idle rural residential land in Hunan. Based on the systematic classification of land use function, the reusing mode of rural idle house land is put forward. The main conclusions are as follows: (1) at present, the phenomenon of idling of rural homestead in Hunan Province is widespread, large in quantity, scattered in distribution, diverse in type, and difficult in concentrated utilization. The reasons for idling of Homestead are complex, generally divided into population migration, and the area of Homestead exceeds the standard. A family of multiple homes, management gaps, planning lag, field research data analysis shows that the number of family migrant workers, homestead area, housing structure, The housing area has significant influence on the idling of the homestead. (3) the reutilization of the idle homestead is discussed from three aspects, one is the basis of the reusing of the idle homestead, that is, the circulation of the rural homestead and the paid withdrawal. The second is to combine the concept of land use function classification, put forward the production, ecology, social function priority idle house land reuse mode. The third is to compare and analyze the characteristics and concrete measures of reusing idle homestead under different models, and to discuss the applicable scope of the three models. To reorganize and restore cultivation in the agricultural areas of the outer suburbs, to relocate and return forests in the mountainous hilly areas of the suburbs, to develop agricultural industries in the developed areas in the suburbs, and to learn from the experience of governance of idle homestead in Chenzhou, including the construction mode of a well-off new village and the construction mode of eco-tourism agriculture, Put forward the government-organized, administrative, economic, legal and multi-means integrated management of idle homestead.
