【摘要】:为了实现提高就业率、增加居民收入的目标,党的"十八大"上提出了 "大众创业、万众创新"这一举措。国务院2015年6月发布的《关于大力推进大众创业万众创新若干政策措施的意见》中的统计数据表明,我国总人口已超13亿,其中劳动力占总人口的七成。每年大量高校毕业生、农村剩余劳动力等劳动群体涌入就业市场,目前我国人力资源充足,人力资本可观,与之矛盾的是严峻的就业形势。近几年,我国正处于经济结构转型期,社会就业压力日益增大,但我们不难发现创业带动就业的影响力在明显增大,逐渐成为我国经济发展的新动力。为了更好的支持鼓励创业带动就业进一步发展,国家和地方各级政府相继出台了一系列促进创业带动就业的政策。总的来说,这些政策的实施在一定程度上取得了成效,但由于地区的差异性,各地所出台的政策在内容上和力度上都有较大不同,政策实施的实际效果也存在较大差异。就此来看,如何对创业带动就业政策实施绩效做出科学评价已经成为目前急需解决的问题。这些年来,政策评价成为世界公共管理学界研究的一大热点,但是,目前国内外仍较缺乏单独针对创业带动就业政策的绩效评价的研究。在本文中,对创业带动就业政策实施绩效的评价采用层次分析法将定量描述与定性分析相结合,再根据我国国情,构建创业带动就业政策评价指标体系和模型。首先,本文查阅了大量国内外文献,对我国的创业与就业、国内外创业政策与就业政策以及政策绩效评价的相关研究进行了总结分析,初步形成论文的研究思路。确定政策评价标准和评价模式后,从政策制定的必要性、政策体系的科学性、决策程序的完整性、政策认同度、政策的执行度、政策目标实现度、政策效应、政策效率、政策满意度九个方面对创业带动就业政策实施绩效评价体系进行了框架界定。在查阅相关文献完成指标选取后,本文将运用企业访谈和专家调查法对评价指标进行筛选和完善,以此建立起由3级22个评价指标构成的创业带动就业政策实施绩效评价指标体系。接着,本文在建立起的指标体系的基础上,进一步建立起了创业带动就业政策实施绩效的评价模型。为了保证评价结果的科学性和实践性,本文将以模糊综合评价的方法,将定量与定性指标的赋值与评分进行有机统一。在定量和定性指标数据的获取上,通过文献统计和问卷调查的方法,完成模型各指标评分及总评分的计算,从而对模型的实际效果作出评价。最后,本文总结了创业带动就业政策评价结论中存在的问题,进而提出建议和对策。
[Abstract]:In order to achieve the goal of increasing employment rate and increasing residents' income, the Party's "Eighteenth National Congress" put forward the action of "mass entrepreneurship, mass innovation". The statistics in "opinions on several policies and measures to promote Mass Entrepreneurship and Innovation" released by the State Council in June 2015 show that the total population of our country has exceeded 1.3 billion, of which the labor force accounts for 70% of the total population. Every year, a large number of college graduates, rural surplus labor force and other labor groups pour into the employment market. At present, our country has sufficient human resources and considerable human capital, which is contradictory to the severe employment situation. In recent years, our country is in the economic structure transition period, the social employment pressure is increasing day by day, but we can easily find that the influence of starting a business to promote the employment is obviously increasing, and gradually becomes the new power of our country's economic development. In order to better support and encourage the further development of entrepreneurship and employment, the national and local governments have issued a series of policies to promote entrepreneurship and employment. Generally speaking, the implementation of these policies has achieved some results to a certain extent, but due to the regional differences, the content and strength of the policies are different, and the actual effect of policy implementation is also different. From this point of view, how to make a scientific evaluation of the performance of entrepreneurship-led employment policy has become an urgent problem. In recent years, policy evaluation has become a hot topic in the field of public management in the world. However, there is still a lack of research on the performance evaluation of entrepreneurship-led employment policy at home and abroad. In this paper, the performance evaluation of entrepreneurship-led employment policy using AHP to combine quantitative description with qualitative analysis, and then according to the situation of our country, the evaluation index system and model of entrepreneurship-led employment policy are constructed First of all, this paper reviews a large number of domestic and foreign literature on entrepreneurship and employment, entrepreneurship policies and employment policies at home and abroad, as well as policy performance evaluation of the relevant studies were summarized and analyzed, the preliminary formation of the research ideas of the paper. After the policy evaluation criteria and evaluation models are determined, the necessity of policy formulation, the scientific nature of the policy system, the integrity of the decision-making process, the degree of policy identification, the degree of policy implementation, the degree of policy goal realization, the policy effect, the policy efficiency, This paper defines the performance evaluation system of entrepreneurship-led employment policy implementation in nine aspects of policy satisfaction. After consulting the relevant literature to select the indicators, this paper will use the method of enterprise interview and expert investigation to screen and improve the evaluation index. In this way, a performance evaluation index system of employment policy implementation is established, which is composed of 22 evaluation indexes of level 3. Then, on the basis of establishing the index system, this paper further establishes the evaluation model of the performance of entrepreneurship-led employment policy implementation. In order to ensure the scientific and practical nature of the evaluation results, this paper organically unifies the assignment and evaluation of quantitative and qualitative indexes by the method of fuzzy comprehensive evaluation. In terms of obtaining quantitative and qualitative index data, through the methods of literature statistics and questionnaire survey, the calculation of each index score and total score of the model is completed, and the actual effect of the model is evaluated. Finally, this paper summarizes the problems in the evaluation of entrepreneurship-led employment policy, and then puts forward some suggestions and countermeasures.
