十八大以来我国大学生创新创业政策研究

【摘要】：2012年11月8日,中共十八大在北京召开,十八大报告提出：“引导劳动者转变就业观念,鼓励多渠道多形式就业,促进创业带动就业。”随后国家出台了各类政策鼓励大学生创新创业,自此之后,我国的大学生创新创业政策进入了全面实施和推进的阶段。尤其是进入经济发展新常态时期,创新创业相应成为了经济发展的重要引擎。研究表明,创新创业政策能够激发大学生创新创业的动力,对大学生会否选择创业,创业能否成功都具有重要的影响。因此,对于大学生创新创业政策的研究,具有重要的理论价值与现实意义。十八大以来,我国十分重视大学生创新创业,为此也出台了许多创新创业政策来促进大学生创新创业。从整体上看,政策的内容涵盖方面较广,涉及到教育、启动资金、培训服务等方方面面,但是创新创业政策体系缺乏系统性和规范性,在政策的实施过程中也出现了一些问题。本文写作的目的就是通过对十八大以来我国颁布的有关大学生创新创业政策的文本进行分析和统计,再结合相关数据,以问题为导向,.对我国大学生创新创业政策的制定和实施进行研究,并针对存在的问题提出相应的对策建议,使得我国大学生创新创业政策能够落到实处,政府能够更加系统地、规范地、合理地制定创业政策,提高我国大学生创新创业的成功率,为我国的社会经济发展尽一份力。
[Abstract]:On November 8, 2012, the 18th National Congress of the Communist Party of China held in Beijing, the 18th National Congress of the Communist Party of China reported: "to guide workers to change the concept of employment, encourage multi-channel and multi-form employment, promote entrepreneurship to promote employment." Subsequently, the government issued various policies to encourage college students to innovate and start their own businesses. Since then, the policy of innovation and entrepreneurship of college students in China has entered the stage of comprehensive implementation and promotion. Especially in the new normal period of economic development, innovative entrepreneurship has become an important engine of economic development. The research shows that the innovative entrepreneurship policy can stimulate the motivation of college students' innovation and entrepreneurship, and it has an important impact on whether college students choose to start their own businesses and whether they can succeed. Therefore, it is of great theoretical and practical significance to study the innovative entrepreneurship policy of college students. Since the 18th National Congress of the CPC, China has attached great importance to the innovation and entrepreneurship of college students, and has also issued many policies to promote the innovation and entrepreneurship of college students. On the whole, the policy covers a wide range of aspects, involving education, start-up funds, training services and other aspects, but the innovation and entrepreneurship policy system is lack of systematic and normative, in the implementation of the policy there are also some problems. The purpose of this paper is to analyze and statistics the text of college students' innovation and entrepreneurship policy promulgated since the 18th National Congress of National Congress of China, and combine the relevant data to take the problem as the direction. This paper studies the formulation and implementation of innovative entrepreneurship policy for college students in China, and puts forward corresponding countermeasures and suggestions in view of the existing problems, so that the policy of innovation and entrepreneurship of college students in China can be carried out, and the government can be more systematic and standardized. To make a reasonable entrepreneurship policy, to improve the success rate of college students' innovation and entrepreneurship, and to contribute to the social and economic development of our country.
