基于利益相关者满意度的地铁项目可持续性评价模型研究

【摘要】：我国地铁项目建设在取得快速发展的同时,也面临着严重的可持续性问题。可持续性评价模型作为检验与提高地铁项目可持续性的科学工具,已经引起了学者的重视。利益相关者是地铁项目可持续建设活动的实施主体,将其作为地铁项目可持续性评价主体,可以有效地解决目前可持续性评价模型中对评价主体差异化需求研究不足的问题。本文利用文献分析、专家访谈、问卷调查以及统计分析等方法,首先识别出地铁项目11个利益相关者,以“主动性、影响力和收益性”为特征维度、以全生命周期不同阶段为时间维度分析了不同利益相关者的重要性差异,并根据实证分析结果将地铁项目利益相关者划分为确定型、预期型和潜在型三类;然后,从经济、环境、社会和技术四个方面识别了15个地铁项目可持续性影响因素,并对不同类型利益相关者对地铁项目可持续性影响因素的关注点以及利益相关者两两之间对可持续性影响因素重视程度的差异性进行了分析。结果表明,不同利益相关者对于地铁项目可持续性需求的种类和程度不同。最后,本文从利益相关者满意度的视角出发,构建了以地铁项目三类利益相关者为评价主体,以地铁项目可持续性影响因素为评价准则,以实证分析中利益相关者的重要性指数计算评价权重,以各影响因素的模糊熵权作为指标权重的地铁项目可持续性综合评价模型,并利用算例验证了该模型的可行性。本文将利益相关者理论引入地铁项目的可持续性评价研究中,以利益相关者满意度为出发点,分析了不同利益相关者对地铁项目可持续性的需求差异,构建了一套实际可操作的地铁项目可持续性评价模型,为推动地铁项目的可持续发展提供了途径和思路。
[Abstract]:The construction of subway project in our country has made rapid development, but also faces serious sustainability problem. As a scientific tool to test and improve the sustainability of subway projects, sustainability evaluation model has attracted the attention of scholars. The stakeholders are the main body of the sustainable construction activities of the subway project. As the main body of the sustainability evaluation of the subway project, it can effectively solve the problem of insufficient research on the differentiated needs of the evaluation subjects in the current sustainability evaluation model. Based on the methods of literature analysis, expert interview, questionnaire survey and statistical analysis, this paper first identifies 11 stakeholders of subway project, which are characterized by "initiative, influence and profitability". Taking different stages of the whole life cycle as the time dimension, this paper analyzes the importance differences of different stakeholders, and according to the results of empirical analysis, classifies the stakeholders of subway project into three types: definite type, expected type and potential type. Environmental, social and technological aspects identified 15 factors affecting the sustainability of subway projects, It also analyzes the focus of different types of stakeholders on the factors affecting the sustainability of subway projects and the differences in the importance of sustainability factors between the two stakeholders. The results show that different stakeholders have different types and degrees of sustainable needs for metro projects. Finally, from the perspective of stakeholder satisfaction, this paper constructs three types of stakeholders as the evaluation subject, and the subway project sustainability factors as the evaluation criteria. The evaluation weight is calculated by the importance index of the stakeholders in the empirical analysis and the comprehensive evaluation model of the subway project sustainability with the fuzzy entropy weight of the influencing factors as the index weight. The feasibility of the model is verified by an example. In this paper, the stakeholder theory is introduced into the sustainability evaluation of subway project. Based on the satisfaction of the stakeholders, this paper analyzes the different needs of different stakeholders for the sustainability of the subway project. A set of practical sustainable evaluation model of subway project is constructed, which provides a way and train of thought for promoting the sustainable development of subway project.
