创新驱动背景下陕西高教强省建设的策略研究

【摘要】:当前我国处于社会改革攻坚期、经济转型关键期,创新已经成为我国社会发展、经济转型的主要驱动力量。创新驱动对于调整产业结构、转变经济发展方式、提升国际竞争优势、增强社会发展动力等具有十分重要的作用。而高等教育是进行创新人才培养、创新成果研究、创新知识生产、创新文化传播的重要阵地,高等教育与人类、经济社会文化发展的关系日益密切,对经济社会的贡献越来越大。各省为适应经济社会发展需求,提高高等教育竞争力,纷纷提出建设“高教强省”的目标,以期通过高等教育的辐射效益来带动社会方方面面的全面发展和进步。目前关于高教强省的理论研究众说纷纭,关于高教强省的实践探索尚不明晰,各省的高教强省建设大都基于经验而缺乏科学指导。陕西拥有丰厚的高等教育资源和优势,是公认的高等教育大省,对高等教育强省建设有强劲的需求动力。面对区域高等教育竞争日益激烈、面对区域发展对高等教育的强劲需求,陕西高等教育强省建设现状如何?能否在短期内实现“追赶超越”?能否对陕西地方经济社会发展产生驱动作用?这是一个目前被广泛探讨和探索的问题。本研究运用比较分析、SPSS统计分析等研究方法和分析工具,在系统梳理高教强省建设研究文献资料的基础上,对创新驱动背景下高教强省建设的内涵进行了界定,并且基于高等教育系统内部和外部两个维度,从高等教育规模、高等教育质量、外部力量对高等教育的支撑以及高等教育对经济社会的服务等四个方面构建了高教强省的评价指标体系。再次,对陕西省进行深入研究,归纳出陕西高教强省建设取得的已有成绩有:政府出台系列政策支持高教强省建设;陕西省高等教育规模适度扩大;高等教育经费投入逐年增加;陕西民办高等教育获得较大发展;高等教育整体水平在全国处于中上游。与兄弟省份相比存在的差距主要有:高等教育发展和改革速度相对缓慢,优势地位面临威胁;经济实力比较薄弱,对高等教育的支撑不足;高等教育创新能力较弱;地方高校缺乏自身特色等。并探析出在创新驱动背景下陕西省高等教育强省建设面临的新问题和新挑战主要表现在:高校区域分布不均衡,一流大学建设缓慢;教资队伍建设和管理问题诸多;学科结构与区域产业结构耦合度低;教育经费投入不足;科技创新能力和服务地方能力不强等。深入分析了陕西高教强省建设的制约因素:内部因素如学校、教师、学生、经费和管理体制等;外部因素包括经济、政治、科技、文化和地理环境等。进而,针对陕西省高等教育强省建设过程中客观存在的问题提出行之有效的应对策略:各类高校结合区域优势资源特色发展;加强师资队伍建设和管理;以市场为导向调整学科结构;加大对高等教育经费投入;提高创新能力和服务地方能力。
[Abstract]:At present, our country is in the period of social reform, the key period of economic transformation, innovation has become the main driving force of social development and economic transformation. Innovation driving plays a very important role in adjusting the industrial structure, changing the mode of economic development, enhancing the international competitive advantage and enhancing the motive force of social development. Higher education is an important position for the cultivation of innovative talents, the research of innovative achievements, the production of innovative knowledge and the dissemination of innovative culture. The relationship between higher education and human, economic, social and cultural development is increasingly close. The contribution to the economy and society is increasing. In order to meet the needs of economic and social development and improve the competitiveness of higher education, each province has put forward the goal of building a strong province with higher education in order to promote the overall development and progress of all aspects of society through the radiation benefit of higher education. At present, there are different opinions on the theoretical study of the province strengthened by higher education, and the practice and exploration of the province strengthened by higher education are not clear, and the construction of the province of strengthening the province of higher education is mostly based on experience and lack of scientific guidance. Shaanxi has abundant resources and advantages of higher education, which is recognized as a big province of higher education, and has a strong demand for the construction of a strong province of higher education. Facing the increasingly fierce competition of regional higher education and the strong demand for higher education from regional development, what is the current situation of the construction of a strong province of higher education in Shaanxi? Can "catch up" be achieved in the short term? Can the local economic and social development in Shaanxi have a driving effect? This is a problem that has been extensively discussed and explored at present. Based on the comparative analysis of SPSS statistical analysis and other research methods and tools, this paper defines the connotation of the construction of a strong province of higher education under the background of innovation drive on the basis of systematically combing the literature on the construction of a strong province with higher education. And based on the internal and external dimensions of higher education system, from the scale of higher education, the quality of higher education, The external forces support the higher education and the service of the higher education to the economy and society, and construct the evaluation index system of the province with strong higher education. Thirdly, the author makes an in-depth study on Shaanxi Province, and concludes that the achievements of the construction of Shaanxi Province are as follows: the government has issued a series of policies to support the construction of a strong province with higher education, and the scale of higher education in Shaanxi Province has expanded moderately; Investment in higher education has increased year by year; private higher education in Shaanxi has achieved great development; the overall level of higher education is in the middle and upper reaches of the country. Compared with the brotherly provinces, the main differences are: the development and reform of higher education is relatively slow, the superior position is threatened, the economic strength is weak, the support for higher education is insufficient, the innovation ability of higher education is weak; Local colleges and universities lack their own characteristics. This paper also analyzes the new problems and new challenges facing the construction of a strong province of higher education in Shaanxi Province under the background of innovation-driven: uneven regional distribution of colleges and universities, slow construction of first-class universities, many problems in the construction and management of the contingent of teachers and capital; The coupling degree between discipline structure and regional industrial structure is low; the investment of education funds is insufficient; the ability of science and technology innovation and the ability of serving local areas are not strong. This paper deeply analyzes the restrictive factors of the construction of a strong province of higher education in Shaanxi: internal factors such as schools, teachers, students, funds and management system, etc. The external factors include economy, politics, science and technology, culture and geographical environment. Then, in view of the objective problems in the construction of a strong province of higher education in Shaanxi Province, effective countermeasures are put forward: the development of various colleges and universities in combination with the characteristics of regional superiority resources, the strengthening of the construction and management of the teaching staff; Market oriented adjustment of discipline structure; increasing investment in higher education; improving innovation ability and service local ability.
