安徽省农业现代化发展水平评价研究

【摘要】:农业是国民经济的基础,现代化是人类社会进步的必由之路。农业现代化是现代化的重要组成部分,是我国社会主义现代化建设的重要战略目标。没有农业的现代化就没有国民经济的现代化。农业现代化是指将落后的传统农业逐步改造成具有世界先进水平的、可持续发展的现代农业的过程。安徽是传统的农业大省,是中国农村改革的发源地,推进农业现代化势在必行。本文根据统计数据以及国家农业部相关文件、公报,安徽省各地统计局经济和社会发展统计公报,对安徽省农业现代化发展状况进行定性定量的统计分析和综合评价,并运用统计描述性分析直观展示。不仅为安徽自身发展进行科学定位、进而制定战略决策,还对推进农业现代化发展具有重要的现实意义。首先,本文通过对农业现代化国内外研究动态进行梳理和分析,明确农业现代化的内涵及特征。通过构建包含4个一级指标分别是农业投入水平、农业产出水平、农业支持保障水平、农业可持续发展水平,9个二级指标、20个三级指标的农业现代化指标评价体系,采用基于距离函数的均方差和灰色关联度组合赋权方法以及WRSR对安徽16地市的农业现代化水平进行评价分档,结果表明:16各地市可划分为差异显著的三个档次,其中宣城、马鞍山两地市处于先进地区区,亳州、阜阳处于落后区,其他地市处于中等区;各市农业现代化水平与其一、二级指标都显著相关。最后根据各指标分档排序情况,针对存在的问题提出相关的对策建议,希望为加快推进安徽农业现代化提供科学依据。
[Abstract]:Agriculture is the foundation of the national economy, and modernization is the only way for the progress of human society. Agricultural modernization is an important part of modernization and an important strategic goal of socialist modernization construction in China. Without the modernization of agriculture, there would be no modernization of the national economy. Agricultural modernization refers to the process of transforming backward traditional agriculture into modern agriculture with world advanced level and sustainable development. Anhui is a traditional agricultural province and the birthplace of China's rural reform. It is imperative to promote agricultural modernization. Based on the statistical data, the relevant documents and communiques of the Ministry of Agriculture, and the statistical bulletin of economic and social development of various statistical offices in Anhui Province, this paper makes a qualitative and quantitative statistical analysis and comprehensive evaluation on the development of agricultural modernization in Anhui Province. And the use of statistical descriptive analysis intuitive display. It is not only scientific positioning for Anhui's own development, and then making strategic decision, but also has important practical significance to promote the development of agricultural modernization. First of all, this paper clarifies the connotation and characteristics of agricultural modernization by combing and analyzing the domestic and foreign research trends of agricultural modernization. The evaluation system of agricultural modernization index, which includes four primary indexes, namely, agricultural input level, agricultural output level, agricultural support level, agricultural sustainable development level, 9 secondary index and 20 tertiary index, is constructed. The weighted method of RMS and grey correlation degree based on distance function and WRSR are used to evaluate the agricultural modernization level of 16 cities in Anhui Province. The results show that each city of 1: 16 can be divided into three grades with significant differences, among which Xuancheng is one of them. The two cities of Ma'anshan are in the advanced area, Bozhou and Fuyang are in the backward area, and the other cities are in the middle area, and the level of agricultural modernization in each city is significantly related to the first and second grade indexes. Finally, according to the ranking situation of each index, the paper puts forward some countermeasures and suggestions in view of the existing problems, hoping to provide scientific basis for speeding up the agricultural modernization in Anhui Province.
