高州市农业产业化发展研究

【摘要】：本文的研究目的在于,首先结合高州市的实际情况,在文献研究的基础上,总结出具有一定规律和联系的基础理论体系,以为高州市现代农业发展规划提供切实可行的理论指导。其次立足现代农业的内涵与发展规律,采用多学科交叉并用的方式,来构建指导高州市现代农业发展的方法体系。最后从实践角度,探索高州市农业产业发展的问题及解决对策,为高州市及我国农业现代化发展提供参考与借鉴,丰富农业产业化发展规划的实证研究成果。在研究方法上,结合高州市的经济概况与特点,采用层次分析法(AHP)对各指标权重进行划分,构建高州市现代农业主导产业的指标体系,并计算出各指标的综合评价值,以此明确高州市现代农业主导产业的排序。同时采用统计分析法测算高州市现代农业各产业的需求收入弹性系数、产值年均增长率、增长作用率和增长作用水平度等,对高州市现代农业主导产业进行分析与评价。得到以下结论:(1)通过对各指标的收入弹性系数进行测算,发现市场对水果、蔬菜、家禽及蛋、肉的收入弹性较高;对指标的增长率和水平度进行测算,发现蔬菜、水果、粮食、猪肉等的发展比较快,对其他产业的带动能力也比较强;在人均产值系数方面,水果、蔬菜、粮食、家禽、猪肉、水产业的人均产值比较大,表明这类产业在高州市具有较高生产资源禀赋;在区位商(产值集中度)方面,排在前列的有水果、蔬菜、粮食、肉类等;在区域综合比较优势指数方面,蔬菜、水果、肉类等优势比较突出。依据测算分析结果,在高州市现代农业8类产业的7个指标中,其排序为:蔬菜家禽蛋类水果粮食猪肉牛肉水产业谷物,根据排序,可以明确应优先发展和培育蔬菜、水果、养殖类产业、粮食产业等。(2)高州的农业产业发展模式选择可结合高州本地的实际情况,首先建立高州主导产业的农业生产基地,然后培养主导产业中的农业龙头企业,依靠科技进步和政策支持,壮大龙头企业,最后利用主导产业的示范作用带动其它产业进一步发展。在空间布局上,高州农业产业化的发展思路可朝着“加工农业产业——建设产业园——打造产业集群”三步走的路径进行。(3)高州农业产业化发展现存问题主要体现在:缺乏完善的配套保险机制,农业社会化服务滞后、带动力强的农业产业化企业所占比例较低、政府对龙头企业服务支持力度不足、农业产业集群发展的规模化水平较低等问题,主要原因在于管理体制不适应产业化发展、龙头企业带动力不强、科技化水平低下、产业链条短等。
[Abstract]:The purpose of this paper is to, first of all, combine the actual situation of Gaozhou City, on the basis of literature research, sum up the basic theoretical system with certain laws and connections. Gaozhou modern agricultural development plan to provide practical theoretical guidance. Secondly, based on the connotation and development law of modern agriculture, a method system to guide the development of modern agriculture in Gaozhou City is constructed by using the method of multi-disciplinary cross-use. Finally, from the perspective of practice, this paper explores the problems and solutions to the development of agricultural industry in Gaozhou City, provides reference and reference for the development of agricultural modernization in Gaozhou City and our country, and enriches the empirical research results of agricultural industrialization development planning. In terms of research methods, combined with the general economic situation and characteristics of Gaozhou City, the weight of each index is divided by using Analytic hierarchy process (AHP), and the index system of modern agricultural leading industry in Gaozhou City is constructed, and the comprehensive evaluation values of each index are calculated. In this way, the sorting of modern agricultural leading industries in Gaozhou City is made clear. At the same time, the elasticity coefficient of demand income, the average annual growth rate of output value, the effect rate of growth and the level of effect of growth are calculated by statistical analysis method, and the analysis and evaluation of modern agricultural leading industry in Gaozhou City are carried out. The following conclusions are obtained: (1) by measuring the income elasticity coefficient of each index, we find that the market has a higher income elasticity for fruits, vegetables, poultry and eggs, and meat; The development of pork and other industries is relatively fast, and the ability to drive other industries is also relatively strong. In terms of the per capita output value coefficient, the per capita output value of fruit, vegetables, grain, poultry, pork, and aquaculture is relatively large. It shows that this kind of industry has a high production resource endowment in Gaozhou City; in terms of location quotient (concentration ratio of output value), it ranks first in fruit, vegetables, grain, meat, etc.; in terms of regional comprehensive comparative advantage index, vegetables and fruits, Meat and other advantages are more prominent. According to the results of calculation and analysis, among the 7 indexes of 8 kinds of modern agriculture in Gaozhou City, the order is: vegetables, poultry, eggs, grains, pork, beef, aquatic products, grains. According to the ranking, it can be made clear that priority should be given to the development and cultivation of vegetables and fruits. Breeding industry, grain industry, etc. (2) the choice of agricultural industry development mode in Gaozhou can be combined with the actual situation in Gaozhou, first to establish the agricultural production base of leading industry in Gaozhou, and then to train the leading agricultural enterprises in the leading industry. Relying on the scientific and technological progress and policy support to strengthen the leading enterprises and finally use the role of leading industries to promote the further development of other industries. In terms of spatial layout, The development thought of agricultural industrialization in Gaozhou can be oriented to the three-step path of "processing agricultural industry-building industrial park-building industrial cluster". (3) the existing problems in the development of agricultural industrialization in Gaozhou are mainly reflected in: lack of perfection. The supporting insurance mechanism, Such problems as lagging agricultural socialized services, low proportion of highly motivated agricultural industrialization enterprises, insufficient government support for leading enterprises, low scale development level of agricultural industrial clusters, etc. The main reasons are that the management system does not adapt to the development of industrialization, the driving force of leading enterprises is not strong, the level of science and technology is low, the industrial chain is short, etc.
