甘肃交通基础设施对经济增长的影响研究

【摘要】：改革开放至今,甘肃经济获得了巨大的提升,交通运输网络逐年不断完善和通畅,交通基础设施作为整个经济运行的基础性设施之一,其在甘肃经济发展中扮演着举足轻重的角色。近些年国家又开始大力倡导建设“丝绸之路经济带”的战略规划,而这种跨区域经济带的建设首先需要考虑的是区域间交通网络的连接,它是经济带建设的前提和基础。甘肃作为经济带上一个连接东西方的关键枢纽点,而其交通网络密度却明显低于东中部地区,因此研究甘肃交通基础设施的现状和发展就愈加显得重要和急迫。交通基础设施对区域经济增长的影响主要有两方面,一方面是短期影响,交通基础设施投资可以直接增加区域的生产总值,其影响还可以通过乘数效应放大;另一方面是长期影响,交通基础设施既可以持续增加资本存量加速经济增长,也能改善区域内通达性优化产业布局促进经济增长。本文分析甘肃统计数据的结果也同样显示交通基础设施建设的改善极大地促进了甘肃地方经济的快速发展,是甘肃各项经济活动不断发展和居民生活水平持续提高的基本前提。本文运用区域经济学和发展经济学理论对交通基础设施对经济增长的影响进行研究,包括六个部分,第一部分绪论主要是说明本文进行研究的一些背景和文献综述;第二部分介绍了交通基础设施概念和相关理论;第三部分是交通基础设施对经济增长影响的理论分析;第四部分对甘肃交通基础设施建设和发展进行分析;第五部分是实证部分,首先是构建生产函数模型,分析甘肃交通基础设施投资的效率,估计甘肃交通基础设施的产出弹性并研究其对经济增长的贡献度。再基于前人研究方法估计了甘肃的交通网络密度,构建了甘肃经济增长和交通网络密度两变量之间的VAR模型,分析甘肃交通基础设施对经济增长的影响;第六部分在对模型结果分析的基础上,提出了甘肃基础设施建设的一些相关政策建议。认为甘肃应该用积极财政政策大力推动交通基础设施建设不断改善,提高甘肃交通运输网络通达性,不仅会对甘肃当期的地方经济增长产生了明显的积极影响,而且将对甘肃未来经济的长期持续稳定增长也是至关重要。
[Abstract]:Since the reform and opening up to date, Gansu's economy has been greatly improved, the transportation network has been continuously improved and smooth year by year, and the transportation infrastructure is one of the basic facilities for the entire economic operation. It plays a pivotal role in the economic development of Gansu. In recent years, the country has begun to advocate the strategic plan of constructing "Silk Road Economic Belt", and the construction of this kind of cross-regional economic belt needs to consider the connection of inter-regional transportation network, which is the premise and foundation of the construction of economic belt. Gansu is a key point in economic belt to connect east and west, but its traffic network density is obviously lower than that in east and middle area. Therefore, it is more and more important and urgent to study the present situation and development of Gansu traffic infrastructure. The impact of transportation infrastructure on regional economic growth is mainly twofold. On the one hand, the short-term impact of transport infrastructure investment can directly increase the region's GDP, and its impact can be amplified by multiplier effect. On the other hand, the traffic infrastructure can not only increase the capital stock to accelerate the economic growth, but also improve the accessibility of the region to optimize the industrial layout to promote economic growth. The results of this paper also show that the improvement of transportation infrastructure has greatly promoted the rapid development of local economy in Gansu Province, and is the basic prerequisite for the continuous development of economic activities and the continuous improvement of the living standards of residents in Gansu Province. This paper uses the theory of regional economics and development economics to study the impact of traffic infrastructure on economic growth, including six parts. The first part is the introduction to explain some background and literature review. The second part introduces the concept of traffic infrastructure and related theories; the third part is the theoretical analysis of the impact of traffic infrastructure on economic growth; the fourth part of Gansu traffic infrastructure construction and development analysis; The fifth part is the empirical part. Firstly, it constructs the production function model, analyzes the efficiency of Gansu traffic infrastructure investment, estimates the output elasticity of Gansu traffic infrastructure and studies its contribution to economic growth. Based on the previous research methods, this paper estimates the traffic network density of Gansu Province, constructs the VAR model between the economic growth and traffic network density of Gansu Province, and analyzes the influence of Gansu traffic infrastructure on economic growth. Based on the analysis of the results of the model, the sixth part puts forward some policy suggestions on the infrastructure construction in Gansu Province. It is believed that Gansu should make great efforts to promote the improvement of transportation infrastructure construction with active fiscal policies and improve the accessibility of Gansu transportation network, which will not only have a significant positive impact on the local economic growth in Gansu in the current period. And will be the future economic growth of Gansu in the long-term and stable is also crucial.
