基于过程方法的WY调查队居民收支数据质量管理研究

【摘要】：居民收支调查是政府综合统计调查的一项重要组成部分。高质量的居民收支调查数据,可以更好地满足研究制定城乡统筹政策和民生政策的需要,为国民经济核算和居民消费价格指数权重制定提供基础数据。居民收支调查数据作为统计调查数据之一,其质量保证是统计工作者永恒的追求。居民收支调查数据质量一方面影响着政府制定宏观发展战略与规划,另外还影响着微观经济主体对社会经济形势的分析和判断。因此,为得到真实性、准确性、完整性和及时性的调查数据,居民收支调查数据质量管理的研究具有现实意义。本文以文献研究、实际调查以及理论和实践相结合为主的研究方法,层层递进解读统计调查一般概念,深入实际分析基层调查队居民收支数据质量管理现实问题,提出基于过程方法的WY调查队居民收支数据质量管理策略。论文界定了居民收支数据质量与居民收支数据质量管理,介绍了全面质量管理理论与过程方法;并进一步分析了WY调查队居民收支调查数据质量现状及存在的问题;最后,依据ISO9001:2015质量管理体系过程方法的基本要求,应用乌龟图对WY调查队居民收支数据质量管理的相互关联过程进行了识别与分析,提出了WY调查队居民收支调查数据质量管理框架。具体而言就是在各个过程管理中从建立健全居民收支调查数据质量责任人工作标准、强化沟通机制、加强培训提升人员素质和以数据质量标准为导向的评价机制四个方面来提升WY调查队居民收支调查数据质量管理。
[Abstract]:Income and expenditure survey is an important part of government comprehensive statistical investigation. High quality household income and expenditure survey data can better meet the needs of research and formulation of urban and rural policies and livelihood policies, and provide basic data for national economic accounting and the formulation of consumer price index weight. Income and expenditure survey data as one of the statistical survey data, its quality assurance is the eternal pursuit of statisticians. On the one hand, the quality of income and expenditure survey data affects the government's macro-development strategy and planning, on the other hand, it also affects the analysis and judgment of the social and economic situation by the microeconomic subjects. Therefore, in order to obtain the survey data of authenticity, accuracy, completeness and timeliness, the research on the quality management of resident income and expenditure survey data has practical significance. Based on the methods of literature research, actual investigation and combination of theory and practice, this paper analyzes the general concept of statistical investigation step by step, and analyzes the practical problems in the quality management of residents' income and expenditure data in grass-roots investigation teams. This paper presents a process-based WY survey team resident income and expenditure data quality management strategy. The paper defines the quality of residents' income and expenditure data and the quality management of residents' income and expenditure data, introduces the theory and process of total quality management, and further analyzes the current situation and existing problems of residents' income and expenditure survey data quality of WY investigation team. According to the basic requirements of the process method of ISO9001:2015 quality management system, the paper uses tortoise diagram to identify and analyze the interrelated process of resident income and expenditure data quality management of WY investigation team, and puts forward the quality management framework of resident income and expenditure survey data of WY investigation team. Specifically, in the management of various processes, we should establish and improve the working standards of the responsible persons responsible for the data quality of the residents' income and expenditure investigation, and strengthen the communication mechanism. To enhance the quality management of resident income and expenditure survey data of WY investigation team, we should strengthen the training and improve the quality of personnel and the evaluation mechanism based on data quality standard.
