高阳县农村党员队伍建设研究

【摘要】：农村党员是党员队伍的基本构成要素,起到了党与农民群众联系的桥梁和纽带作用,发挥农村党员的先进力量,就是通过农村党员的模范带头,团结起村内农民群众,使上级指派农村的各项任务得到基本保障,实现党对农村各领域组织领导力量。建立健全农村基层党员队伍建设,对于加强农村党员队伍管理机制、巩固党的执政基础、落实从严治党,实现“四个全面”建设具有十分重要的意义。当前,城镇化脚步日益加快,新的党建格局逐步形成,即城乡一体化党建格局。农村党员的素质、能力状况和党员队伍结构与党建工作在新形势、新任务目标下的不适应问题日益突出。这就需要各级地方党组织和农村基层党组织必须提高这一问题的重视度,把农村党员队伍建设作为当前党内工作的重点,作为实现科学化创建党员队伍的重要任务。此次研究正是基于本人在组织系统从事农村党员队伍建设工作的客观实践基础上,以近五年来河北省保定市高阳县《中国共产党党内统计》数据为研究基础,通过哲学方法、定性方法和定量方法对整理出的资料进行综合深入地分析,总结出由于农村经济发展落后,传统思想落后、党员队伍建设重视度低和党员主体意识淡化的原因,导致高阳县农村党员队伍建设中存在组织管理制度执行不严格,党员监督管理不足、关怀激励机制不畅、党员教育培训机制缺乏制度保障四个方面的问题,提出切实健全组织管理机制、健全监管机制、创新关怀激励机制、健全党员教育培训机制等创新和完善高阳县农村党员队伍建设的对策。
[Abstract]:Rural Party members are the basic constituent elements of the ranks of party members and have served as a bridge and link between the Party and the peasant masses. To bring into play the advanced forces of rural party members is to unite the peasant masses in the villages through the exemplary leadership of rural party members. All tasks assigned by the higher authorities in rural areas will be guaranteed and the Party's leadership in rural areas will be realized. It is of great significance for strengthening the management mechanism of the rural party members, consolidating the ruling foundation of the Party, implementing the strict administration of the Party and realizing the construction of "four all-round". At present, the pace of urbanization is accelerating day by day, and a new pattern of party building is gradually formed, that is, the integration of urban and rural party building pattern. The quality, ability and structure of the Party members and the Party building work in the rural areas are becoming increasingly prominent under the new situation and the new task goal. Therefore, it is necessary for local party organizations at all levels and rural grass-roots party organizations to pay more attention to this issue, and to take the construction of rural party members' ranks as the focus of current inner-party work and as an important task to realize the scientific establishment of party members' ranks. This research is based on my objective practice in organizing the construction of rural party members, based on the data of the CPC inner-Party Statistics in Gaoyang County, Baoding City, Hebei Province in the past five years, and through philosophical methods. Qualitative and quantitative methods comprehensively and deeply analyzed the data sorted out, summed up the reasons for the backwardness of rural economic development, the backwardness of traditional thinking, the low attention paid to the construction of party members and the desalination of party members' subjective consciousness. As a result, there are four problems in the construction of rural party members in Gaoyang County: the implementation of the organizational management system is not strict, the supervision and management of party members is insufficient, the mechanism of care and encouragement is not smooth, and the mechanism of education and training of party members lacks the system of protection. The paper puts forward some countermeasures to improve the construction of rural party members in Gaoyang County, such as improving the organization and management mechanism, perfecting the supervision mechanism, innovating the care and encouraging mechanism, perfecting the education and training mechanism of party members, and so on.
