中国高耗能行业产业集群的识别及影响因素分析

【摘要】:高耗能行业包括了我国最重要的基础产业和战略工业,对整个经济布局至关重要,然而,在面临促进经济增长和改善环境质量的双重压力下,发展与制约的观点激烈碰撞,高耗能行业的发展日益成为人们关注的焦点。本文在解析中国高耗能行业和集群发展现状的基础上,从产业聚合度和产业集中度两个维度,分别采用投入产出法和区位熵指数识别了我国高耗能行业的产业集群,分析了产业集群中的产业链关系,区域分布状况及发展趋势。最后,以我国高耗能行业中才投入产出联系较为紧密的油气产业集群和钢铁产业集群为例,建立了产业集群影响因素的面板数据回归模型,分析了各项指标对产业集群的影响。 研究结论显示,(1)高耗能行业产业集群发展呈现出两个特征,一是集群数量减少,二是集群内产业数量增加,说明高耗能行业产业间联系增强,正在逐渐形成一个规模较大的网络状循环经济发展模型。(2)从区位熵指数测算结果看,油气-煤炭-电力热力集群与钢铁-建筑-制造-化工集群,前者主要是分布在我国东北,西北以及华中地区,后者主要分布在环渤海地区以及部分中部省份,其分布区域都是各自矿产能源比较丰富的省份。从区位商值的对比来看,油气-煤炭-电力热力集群在各省的专业化程度整体高于钢铁-建筑-制造-化工集群,,说明油气-煤炭-电力热力集群内部的产业联系更紧密,一体化程度更高。另外,该计算结果也显示,北京、上海等经济高度发达地区,高耗能行业已逐渐向外转移,目前已不存在聚集现象。(3)影响高耗能行业集群集聚程度的因素从大到小包括:集群规模,区位资源要素(交通状况,通信能力),基本生产要素(劳动力素质和劳动力水平),其中基本生产要素对产业集群发展程度产生了负效应;创新能力对我国高耗能行业集聚的影响均不显著;外部经济环境对我国油气集群的影响不显著,而对钢铁集群则存在显著影响。 从计算结果出发,本文最后就如何推动高耗能行业的发展提出了一点看法。
[Abstract]:High energy consumption industry includes the most important basic industry and strategic industry in our country, which is very important to the whole economic layout. However, under the double pressure of promoting economic growth and improving environmental quality. The viewpoint of development and restriction collides intensely, and the development of high energy consuming industry becomes the focus of people's attention day by day. This paper analyzes the current situation of high energy consuming industry and cluster in China. From the two dimensions of industrial aggregation and industrial concentration, the paper uses the input-output method and the location entropy index to identify the industrial clusters in China's energy-intensive industries, and analyzes the industrial chain relationship in the industrial clusters. Regional distribution and development trend. Finally, take the oil and gas industry cluster and steel industry cluster, which have close relationship between input and output, for example. The panel data regression model of the influencing factors of industrial cluster is established, and the influence of each index on industrial cluster is analyzed. The research results show that the industry cluster development of high energy consumption industry shows two characteristics, one is the decrease of cluster number, the other is the increase of industrial number in cluster, which indicates that the relationship between industry of high energy consuming industry is strengthened. A large scale network circular economy development model is gradually formed. (2) from the location entropy index, the oil-gas-coal-electric thermal cluster and the steel-building-manufacturing-chemical cluster are being formed. The former is mainly distributed in northeast, northwest and central China, while the latter is mainly distributed in the Bohai Rim region and some central provinces. Their distribution regions are relatively rich in mineral energy provinces. From the comparison of location quotient. The degree of specialization of oil-gas-coal-electric thermal cluster in all provinces is higher than that of steel-building-manufacturing-chemical cluster, which indicates that the industry of oil-gas-coal-electric thermal cluster is more closely related. The integration degree is higher. In addition, the results of the calculation also show that the energy-intensive industries have gradually shifted outward in highly developed areas such as Beijing and Shanghai. At present, there is no clustering phenomenon. (3) the factors that affect the clustering degree of high energy consuming industries include: cluster scale, location resource elements (traffic condition, communication ability). The basic factors of production (quality of labor force and level of labor force), in which basic factors of production have a negative effect on the development of industrial clusters; The influence of innovation ability on the agglomeration of energy-consuming industries in China is not significant. The influence of external economic environment on China's oil and gas cluster is not significant, but on iron and steel cluster is significant. Based on the calculation results, this paper puts forward some opinions on how to promote the development of high energy consumption industry.
