产业间技术溢出机理及其实证研究

【摘要】：内生增长理论认为,技术进步是经济增长和发展的最重要、最活跃的物质力量。技术作为一种潜在的生产力,只有通过技术创新及其扩散而进入生产过程,才会转化为现实的生产力。技术溢出作为技术进步在产业间转移和扩散的一种特定形式,其对于经济增长和产业发展来说是至关重要的。本文将“产业”作为技术溢出和吸纳的主体,从中观层面探讨了产业间技术溢出的过程机理与实现形式,并分析了产业间技术溢出的主要影响因素。为了量化地测定出产业间技术溢出效应,本文依据C—D生产函数思想,构建出衡量产业间技术溢出效应的数学模型,并应用主成分分析方法,以产业科技竞争力评价为标准,选取了中国工业六大产业部门作为实证研究对象,之后运用所建立的模型,测定出中国工业六大产业部门间技术溢出的程度。通过理论与实证研究,本文得出了以下主要结论: (1)产业间技术溢出是技术进步在产业间转移和扩散的一种特定形式,它直接关系到产业水平的升级,关系到产业竞争力的提升,对于促进经济增长及产业技术进步均发挥着重要的作用。 (2)从产业层面来看,产业技术水平、产业关联度、产业集群以及技术知识产权保护等因素对产业间的技术溢出过程产生不同程度的影响。从技术转移角度来看,技术输出方、吸收方、政府以及技术本身的特性也决定着产业间的技术溢出过程,其中技术吸收方的吸纳能力对产业间技术溢出过程起着决定性的作用。 (3)基于产业间技术溢出特征,产业间技术溢出形式可以分为两种:产品内涵型技术溢出和资本内涵型技术溢出。实证研究表明,中国工业部门之间存在着一定程度的技术溢出。其中,电气机械及器材制造业在产品内涵型技术溢出方面表现得比较活跃,而诸如交通运输设备制造业、黑色金属冶炼及压延加工业等传统产业之间的资本内涵型技术溢出效应比较显著。
[Abstract]:According to endogenous growth theory, technological progress is the most important and active material force of economic growth and development. As a potential productive force, technology can only enter the production process through technological innovation and its diffusion. As a special form of technology progress transfer and diffusion between industries, technology spillover is very important for economic growth and industrial development. This paper regards "industry" as the main body of technology spillover and absorption, and discusses the process mechanism and realization form of technology spillover between industries from the middle level. In order to quantificationally determine the effect of technology spillover between industries, this paper is based on the idea of C-D production function. This paper constructs a mathematical model to measure the technology spillover effect between industries, and applies the principal component analysis method to evaluate the competitiveness of industry science and technology, and selects the six major industrial departments of China as the empirical research object. Then, the degree of technology spillover between six industrial sectors in China is determined by using the established model. Through theoretical and empirical research, this paper draws the following main conclusions: Technology spillover between industries is a special form of transfer and diffusion of technology progress among industries. It is directly related to the upgrading of industrial level and the promotion of industrial competitiveness. To promote economic growth and industrial technological progress are playing an important role. 2) from the industrial level, the level of industrial technology, the degree of industrial relevance. Industrial clusters and technology intellectual property rights protection and other factors have different degrees of impact on the process of technology spillover between industries. From the point of view of technology transfer, technology exporters, absorbers. The characteristics of government and technology itself also determine the process of technology spillover between industries, and the absorptive capacity of technology absorber plays a decisive role in the process of technology spillover between industries. 3) based on the characteristics of inter-industry technology spillover, there are two types of inter-industry technology spillover: product intension technology spillover and capital intension technology spillover. There is a certain degree of technology spillover between industrial sectors in China. Among them, the electrical machinery and equipment manufacturing industry is more active in product connotation technology spillover, such as transportation equipment manufacturing. The capital connotation technology spillover effect between traditional industries such as ferrous metal smelting and calender processing industry is obvious.
