生态文明视角下的中国循环经济发展研究

【摘要】：当今世界生态环境的急剧恶化和资源的严重短缺，已经威胁到人类的生存和发展。可持续发展概念的提出为人类的发展指明了战略方向，生态文明是可持续发展的社会范型，而循环经济的提出，为实现可持续发展找到了经济发展的模式。本论文从理论和实践结合的角度，从生态文明的独特视角，回答了为什么要大力发展循环经济、发展循环经济遇到的障碍及怎样发展循环经济的时代命题。本论文共分五个部分，第一部分介绍了生态文明与循环经济理论萌芽和发展历程。第二部分介绍和分析了国外发展循环经济的实践与探索，主要以美国、德国和日本为例。第三部分对我国循环经济实践的现状进行分析。第四部分分析了当前生态文明时代循环经济发展的障碍及困难，，并分别从六个方面逐一列出；第五部分对于生态文明时代的循环经济发展提出对策建议，包括加强责任伦理的宣传教育，通过建立相关法律法规、政策制度、推行绿色核算体系、依靠科技创新等来进行推动，在政府、企业、科学界、公众的共同努力下，发展循环型经济，从而推进我国社会经济的可持续发展，建设生态文明的社会。
[Abstract]:The rapid deterioration of ecological environment and the serious shortage of resources in the world today have threatened the survival and development of mankind. The concept of sustainable development has pointed out the strategic direction for human development, and ecological civilization is the social model of sustainable development. The circular economy, for the realization of sustainable development to find the mode of economic development. From the angle of combination of theory and practice, and from the unique perspective of ecological civilization, this paper answers why we should vigorously develop circular economy. The obstacles encountered in the development of circular economy and the time proposition of how to develop circular economy. This paper is divided into five parts. The first part introduces the sprout and development course of ecological civilization and circular economy theory. The second part introduces and analyzes the practice and exploration of developing circular economy in foreign countries, mainly in the United States. The third part analyzes the current situation of circular economy practice in China. Part 4th analyzes the obstacles and difficulties in the development of circular economy in the age of ecological civilization, and lists them from six aspects. Part 5th puts forward countermeasures and suggestions for the development of circular economy in the era of ecological civilization, including strengthening publicity and education of responsibility ethics, implementing green accounting system through establishing relevant laws and regulations, policies and systems. With the joint efforts of government, enterprise, scientific community and the public, the circular economy can be developed so as to promote the sustainable development of China's social economy and build a society of ecological civilization.
