论当今中国社会寻租行为的异质性

【摘要】：面对各类寻租行为日益增多的现实,"寻租"一词引起人们的广泛关注。然而,无论是理论界的学者还是实务界的工作者都很少考虑到寻租行为之间的异质性。事实上,从我国历史发展的脉络和现实国情来看,目的不同的各种寻租行为之间存在本质差异。文章在对寻租行为产生的根源、寻租行为的内涵与特征分析的基础上,进一步将寻租行为划分为公益性寻租和私利性寻租,并着重阐述了二者的区别和联系,提出了要杜绝腐败行为,现阶段比较现实且可行的做法是走"识别寻租行为的异质性—严格规避私利性寻租行为—纠正公益性寻租行为—倡导社会责任、多方共赢理念"的过渡性路径,并分别提出规避私利性寻租行为、纠正公益性寻租行为的有效措施。这对于拓展寻租行为异质性的理论研究和规范寻租主体的各种行为具有重要的理论价值和现实意义。
[Abstract]:In the face of the increasing phenomenon of rent-seeking behavior, the term "rent-seeking" has attracted wide attention. However, scholars and practitioners in both theoretical and practical circles seldom consider the heterogeneity of rent-seeking behavior. From the perspective of the historical development of our country and the reality of our country, there are essential differences between different kinds of rent-seeking behaviors. This paper analyzes the root of rent-seeking behavior, the connotation and characteristics of rent-seeking behavior. Further dividing the rent-seeking behavior into public interest rent-seeking and private rent-seeking, focusing on the difference and relationship between the two, and putting forward the idea of putting an end to corruption, At the present stage, the more realistic and feasible approach is to "identify the heterogeneity of rent-seeking behavior-strictly circumvent self-interest rent-seeking behavior-correct public interest rent-seeking behavior-advocate social responsibility and win-win concept". The effective measures of avoiding private rent-seeking behavior and correcting public interest rent-seeking behavior are put forward respectively, which has important theoretical value and practical significance for expanding the theoretical research of rent-seeking behavior heterogeneity and standardizing various behaviors of rent-seeking subjects.
