以生态文明建设为基点的经济发展方式转变研究

【摘要】：论文基于经济发展方式的生态化立场、观点和方法,并广泛借鉴诸如现代化理论中的经济发展转变方式等分析方法,从转变经济发展方式和生态文明建设的内涵、特点和两者关系现状分析入手,详细阐述了生态文明视野中的经济学形态(诸如循环经济、低碳经济、绿色经济等),进而对两者在发展过程中的矛盾展开深入分析,并在国际社会对生态文明的共识的理解前提下,并梳理、汇集已有理论界的观点与方法,最终提出以生态文明为基点的路径选择模式来实现中国经济发展方式的转变。本文有两条主脉,一个是转变经济发展方式,一个是开展生态文明建设,但是两者看似是经济、生态两个不同的系统,实际上都要融入到社会系统中,即两者殊途同归。分别从理论铺垫、现实矛盾与思考、核心理论解说、对策方法四个部分展开详细阐述。第一部分是理论基础部分,主要是相关理论的评述,分别就转变经济发展方式、生态文明及其建设的概念及两者间的关系的主要研究成果和实践历程进行了综述和评价,并为整个论文的研究提供一个理论的基础,为后续的研究搭起一座桥梁。第二部分是全文的核心研究部分。在生态文明建设视角下探讨我国的经济转变发展方式,首要的任务就是研究以生态文明为基点转变我国经济发展方式的含义及内在一致性,并就两者之间存在的问题和矛盾进入多元化深入分析。第三部分是关于如何以生态文明为基点来实现中国经济发展方式转变的路径分析。基于国际社会对于生态文明建设达成的共识,再结合我们国家的具体国情,提出了对策,以解决在完善我国的法律和环保法规方面的有关问题,加强政府的监督和管理,完善提高政府职能；发展低碳经济,促进风能、核能等新能源开发和提高化石能源等传统能源利用率；并着重分析了要正确处理好工业化与生态文明建设之间的关系,坚定不移地走可持续发展和生态化工业发展道路。
[Abstract]:Based on the ecological standpoint, viewpoint and method of the economic development mode, and drawing lessons from the analysis methods such as the economic development transformation mode in the modernization theory, the paper discusses the connotation of changing the economic development mode and the ecological civilization construction. Starting with the analysis of the characteristics and the present situation of the relationship between the two, this paper expounds in detail the economic forms (such as circular economy, low-carbon economy, green economy, etc.) in the view of ecological civilization, and then deeply analyzes the contradictions between the two in the process of development. And on the premise of the international community's understanding of the common understanding of ecological civilization, and combing and collecting the existing views and methods of the theoretical circle, Finally, a path selection model based on ecological civilization is proposed to realize the transformation of Chinese economic development mode. This paper has two main veins, one is to change the mode of economic development, the other is to carry out the construction of ecological civilization, but the two seem to be economic. In fact, the two different ecological systems should be integrated into the social system, that is to say, the two approaches should be the same as the other. It is elaborated in detail from four parts: theoretical paving, realistic contradiction and thinking, explanation of core theory, and countermeasures and methods. The first part is the theoretical foundation part, mainly is the related theory commentary, respectively has carried on the summary and the appraisal to the transformation economic development way, the ecological civilization and its construction concept and the relationship between the two main research results and the practice course. The second part is the core research part of the thesis. From the perspective of ecological civilization construction, the paper discusses the mode of economic transformation and development in China. The first task is to study the meaning and internal consistency of changing the mode of economic development in China based on ecological civilization. The third part is the path analysis on how to realize the transformation of Chinese economic development mode based on ecological civilization. The consensus reached in the construction of civilization, Combined with the specific national conditions of our country, this paper puts forward some countermeasures to solve the related problems in perfecting the laws and regulations of environmental protection in our country, to strengthen the supervision and management of the government, to improve the functions of the government, to develop the low-carbon economy, and to promote wind energy. Nuclear energy and other new energy development and improve the utilization rate of traditional energy such as fossil energy, and analyzed the relationship between industrialization and ecological civilization construction, and unswervingly follow the path of sustainable development and ecological industrial development.
