【摘要】：本文从亚投行建设的角度出发,基于研究全球繁荣和发展的主要问题及中国在基础设施建设上的丰厚经验,结合中国作为地缘大国需要承担的大国责任,在面对产能过剩这一影响全球经济发展的主要问题时,结合凯恩斯学派经济理论的基础,探讨及研究后凯恩斯时代下的全球经济繁荣和发展可能面临的主要问题,论述了世界经济发展在相当长的一段时期内就应通过加强基础建设去扩大需求,并对亚投行的投融资结构可行性献计献策。以亚投行实际面临的环境问题及投融资问题为研究重点,首先通过亚投行运行状况、面临环境的分析,包括设立原因、设立过程、管理结构及亚投行的运营环境,同时通过不同角度进行分析,对亚投行投融资机制以及如何实现亚投行的目标进行了一定的政策建议,同时对亚投行面临的市场及宏观环境状况进行分析,亚投行的基础设施投融资市场划分为推进亚洲互联互通的基础设施建设市场,其中又包括亚洲内基础设施建设市场、可能对亚洲互联互通起到帮助的市场。对亚洲基础设施需求的融资缺口分析中,确定以基础设施投资方式作为亚洲基础设施建设投资银行市场细分的标准较为科学和合理,而且能够很好的符合目前国际经济情况及其他多边开发银行的合作共赢,互补共进要求。同时亦通过亚投行面临的环境分析,找出中国主导的以新兴经济体作为大股东的多边开发银行面临的机会,并根据基础设施投融资市场面临环境的机遇及风险大小,指出了亚投行的投融资战略,说明了 PPP方案的使用将补充部分资金缺口,同时阐述了亚投行有利于改善亚洲发展中成员国的投资环境,创造就业机会,提升中长期发展潜力,对亚洲乃至世界经济增长带来积极提振作用。在明确亚投行瞄准亚洲基础设施投融资缺口定位后,本文根据基础设施投融资市场及可能面临的宏观特征等,借鉴中国的实践经验,特别是中国PPP项目经验,给亚投行投融资策略提供参考。同时对于亚投行这一新兴多边开发银行进行了一定的剖析,希望制定的投融资策略能给急需投融资理论建议的亚洲基础设施建设投资银行带来些许促进,同时也希望能给中国“一带一路”的发展起到些许参考作用。
[Abstract]:From the point of view of the construction of the AIIB, based on the study of the major problems of global prosperity and development and China's rich experience in infrastructure construction, this paper combines the responsibilities of China as a major country as a geographical power. In the face of the problem of overcapacity, which affects the development of the global economy, combined with the basis of the Keynesian economic theory, this paper discusses and studies the main problems that the global economic prosperity and development in the post-Keynesian era may face. Having discussed that the development of the world economy should expand demand by strengthening infrastructure for a considerable period of time, And put forward some suggestions on the feasibility of the investment and financing structure of the AIIB. Focusing on the actual environmental problems and investment and financing problems faced by the AIIB, firstly, through the operation of the AIIB, the analysis of the facing environment, including the reasons for the establishment of the AIIB, the establishment process, The management structure and the operating environment of the AIIB are analyzed from different angles. The investment and financing mechanism of AIIB and how to achieve the objectives of AIIB are given some policy recommendations. At the same time, the market and macro environment of the AIIB are analyzed. The infrastructure investment and financing market of the AIIB is divided into the infrastructure construction market for promoting connectivity in Asia, including the intra-Asian infrastructure construction market. Markets that may be helpful to Asian connectivity. In the financing gap analysis of infrastructure needs in Asia, it is more scientific and reasonable to identify infrastructure investment as the criterion for market segmentation of Asian infrastructure investment banks. And can well meet the current international economic situation and the win-win and complementary requirements of other multilateral development banks. At the same time, through the analysis of the environment facing the AIIB, Identifying the opportunities facing the China-led multilateral development banks with emerging economies as their major shareholders and pointing out the investment and financing strategies of the AIIB based on the opportunities and risks in the infrastructure investment and financing markets, The use of the PPP program will supplement some of the funding gap. At the same time, the AIIB will be conducive to improving the investment environment of developing member countries in Asia, creating employment opportunities and enhancing the medium- and long-term development potential. After defining the position of the AIIB in targeting the gap in infrastructure investment and financing in Asia, this paper, based on the infrastructure investment and financing market and the macro characteristics that it may face, has brought a positive boost to the economic growth in Asia and the world as a whole. Drawing on China's practical experience, especially China's PPP project experience, this paper provides a reference for the AIIB's investment and financing strategy. At the same time, it analyzes the AIIB as a new multilateral development bank. It is hoped that the investment and financing strategy will give some impetus to the Asian Infrastructure Construction Investment Bank, which is in urgent need of investment and financing theory, and will also serve as a reference for the development of China's Belt and Road.
