【摘要】：正为提升碳市场运行效率及市场化水平,通过建立信用体系满足碳市场多样化需求、丰富碳市场治理手段成为推进碳交易体系的重要思路。一、试点碳市场发展现状与问题在国家与各试点省市发展改革委的大力推动下,碳交易工作取得了不俗的成绩,国家与试点层面的碳交易管理办法、交易规则等政策法规陆续出台,试点碳排放权交易平台与国家注册登记系统建设趋于完备,控排企业减排意识显著提升。从两年来试点碳市场整体运行情况
[Abstract]:In order to improve the efficiency and marketization of the carbon market, it is an important idea to promote the carbon trading system by establishing a credit system to meet the diversified needs of the carbon market and enriching the means of governance of the carbon market. The current situation and problems of the development of the pilot carbon market have been greatly promoted by the development and reform commission of the national and experimental provinces and cities, and the work of carbon trading has made great achievements. Policies and regulations such as carbon trading management measures, trading rules and regulations at the national and pilot levels have been issued one after another.
