经济转轨时期政府职能的角色定位

【摘要】： 从计划经济体制向市场经济体制转轨过程中，政府与市场是实现资源配置的两种方式或制度安排。市场在优化资源配置方面占有优势，但本身存在缺陷，需要政府合理的干预和规范；政府作用可以弥补市场缺陷，保障社会经济的持续稳定发展，但需要一个合理的限度。否则，会物极必反，造成经济发展和市场化改革的停滞。因此，如何合理界定政府的职能角色以适应市场化运行规律，是经济转轨时期国家面临的重大理论和实践课题。该论文运用经济学的基本分析方法如需求供给均衡分析、成本收益分析、公共选择理论等，论述了社会主义市场经济中政府需求、职能定位、和政策措施等，以期对政府职能角色转变提供一点有益的理论尝试。论文首先对政府需求与供给进行经济学分析，提出政府供给的合理界限。然后，针对中国经济转轨时期出现的政府角色错位现象、存在的问题，运用公共选择理论，分析政府角色错位的原因。接着，，在第二部分的基础上对政府职能角色定位进行规范性分析，提出转轨时期政府的一般性职能角色和制度创新职能角色。最后论文提出：转变政府职能，实现政府角色行为合理化的措施与途径。
[Abstract]:In the process of transition from planned economy system to market economy system, the government and the market are realizing the allocation of resources. The market has an advantage in optimizing the allocation of resources, but it has its own shortcomings, The role of the government can make up for the defects of the market and ensure the sustainability of the social economy. Stable development, but need a reasonable limit. Otherwise, things will be reversed, resulting in economic development and marketization. Therefore, how to reasonably define the role of the government in order to adapt to the laws of market-oriented operation is a problem. The major theoretical and practical issues facing the country during the economic transition period. This paper uses the basic analytical methods of economics such as demand-supply equilibrium analysis, cost-benefit analysis, public analysis. This paper discusses the government demand, function orientation, policy measures and so on in the socialist market economy. In order to change the role of government functions to provide some useful theoretical attempt. Firstly, the paper analyzes the government demand and supply by economics, and puts forward the reasonable limits of government supply. Then, aiming at the dislocation of government role in the period of China's economic transition, and the existing problems, the author applies the method of public. Then, on the basis of the second part, the author analyzes the causes of the mismatch of the government's role. Then, on the basis of the second part, it analyzes the angle of government's function. Based on the normative analysis of color orientation, this paper puts forward the general role of government and the function of system innovation during the transition period. Finally, the paper puts forward the measures and ways to change the government's function and realize the rationalization of the government's role.
