【摘要】：从本质上讲，绿色循环经济是一种生态经济，它以环境无害化为手段，以提高生态效率为核心，强调资源的减量化、再利用和再循环，以环境友好的方式利用经济资源和环境资源，实现经济活动的生态化即绿化，它是采用无限的循环方式，利用地球上有限自然资源的经济发展新途径，是一种以资源的循环使用、避免废弃物产生、实现零排放为特点的经济发展新模式。“合理利用资源、保护环境、是实现可持续发展的必然要求。……只有走以最有效利用自然资源和保护环境为基础的循环经济之路，可持续发展才能得以实现”。马克思曾说“几乎所有消费品本身都可以作为消费的废物重新加入生产过程”。没有真正的废弃物，只有放错地方的废弃资源这一新的资源观是构建绿色循环经济的基石，资源支撑着人类走过了农业、工业进入了知识经济时代，资源的最便捷、最高效的利用方式成为人类发展追求的永恒主题。绿色循环经济所倡导的利用资源减量化、废弃物再使用和再循环，就是人类探索对有限自然资源的合理补偿的最具体的表现和措施，它能够节约自然资源，实现资源的永续利用；它能够降低成本，极大地提高自然资源的利用效率，使社会—经济—环境系统具有可持续发展力，坚定不移的走绿色循环经济之路，对缓解自然资源短缺，提高社会再生产的经济效益，实现人类社会、经济和环境的可持续发展具有极其重要的现实和长远的战略意义。可持续发展问题提出的根源就在于自然资源的有限性，实现可持续发展的根本目标是自然资源的永续利用和良好的生态环境。而造成全球性环境和生态问题的根源是因为人类没有进行清洁生产。清洁生产是绿色循环经济的基本形式之一，它的最终目的是实现从利用废物到减少废物的质的飞跃，它致力于推进资源和环境的良性循环，着眼于防止生态环境的恶化以及不可再生资源的耗竭，达到经济发展与环境保护的协调统一，从而实现良性生态的可持续发展目标。因此，，绿色循环经济是新时代发展的要求，它是在可持续发展战略思想指导下的人类觉醒，它是从生态—经济—社会超循环系统的整体出发来考虑环境保护，要求尽可能地利用可再生资源，要求从全社会大局出发、从各企业的不同维度出发，在各个层次上去调控人类的社会行为和改变支配人类社会行为的思想;它强调在维持生态平衡中寻求发展，在发展中求得生态平衡，用生态的观点观察和处理问题，按照生态发展的客观规律规范人类的各种活动;它注重大力推广和利用循环经济的“绿色技术”，合理有效地利用资源和环境承载量，只有这样才能实现经济活动的生态化转向，实现自然资源的低投入、高利用和废弃物的少排放或零排放，从而促使全球性环境问题的彻底解决和良性生态的根本转化，无庸置疑绿色循环经济是实现可持续发展的必然选择。如果说在20世纪80年代之后的改革开放中，困扰中国的最大难题是苦于生产力不发展，那么经过20年的经济改革与发展之后，摆在当代中国面前的己不仅仅是发展生产力的问题，而是在什么样的模式中发展生产力的问题。只有把发展绿色循环经济确定为国民经济发展的基本战略目标，才能真正实现社会、经济和环境的可持续发展。要使绿色循环经济真正融入国民经济的发展战略之中，还需要政府的提倡、企业的自律、科技的创新、公众的参与，在不断地借鉴西方发达国家先进的思维模式、操作方式和实现途径的同时，大力推进有中国特色的绿色循环经济的健康发展。
