交易费用视角下的公共服务外包

【摘要】：公共服务外包是指在公共服务的供应过程中引入市场竞争机制，由私人企业而不是政府生产公共物品和服务。政府通过合同把生产公共物品的职能转移到私人部门。目前在世界范围内许多国家都采用外包，目的在于减少政府开支，遏止政府规模的扩张，提高公共服务的质量。对于公共服务外包的研究已经成为西方学术界的热点。但是我国行政学界对公共服务外包的研究基本上还是空白。本文从交易费用的角度分析外包，试图找到影响政府外包决策的关键因素，以及在外包之后政府如何实现对外包的管理。文章首先对公共服务外包的理论进行了简单综述，然后从影响交易的三个维度即资产专用性、任务复杂性和市场竞争性进行了综合分析，，并总结出政府外包之前的事先决策。在文章的第四部分，概括了政府在外包之后所必须具备的能力，以及转型国家的外包对政府能力的要求。在文章的最后一个部分，进行了简单的总结并提出了展望。
[Abstract]:Public service outsourcing refers to the introduction of market competition mechanism in the process of public service supply. Public goods and services are produced by private enterprises rather than by governments. Governments contract to transfer the production of public goods to the private sector. Outsourcing is currently used in many countries around the world, with the aim of reducing government spending. The research on public service outsourcing has become a hot topic in western academic circles, but the research on public service outsourcing in Chinese administrative circles is basically blank. This paper analyzes outsourcing from the perspective of transaction costs, tries to find out the key factors that affect government outsourcing decision, and how the government can manage outsourcing after outsourcing. Firstly, this paper briefly summarizes the theory of public service outsourcing. Then, the paper makes a comprehensive analysis of the three dimensions that affect the transaction, namely, asset specificity, task complexity and market competition, and sums up the prior decisions before government outsourcing. In the 4th part of the article, In the last part of the article, the author summarizes the ability of government after outsourcing, and puts forward the prospect of outsourcing in transition countries.
