城市聚集效应的产业经济学分析

【摘要】： 文章从我国的城市化发展和产业结构调整的现实状况出发，注意到目前的城市化发展和产业结构调整政策在某种程度上互相孤立，没有考虑到双方的约束与影响，造成了目前我国产业结构调整不当所带来的城市化不良发展，以及城市聚集程度不高所带来一系列对产业结构调整的不良影响。在分析现实因素之后，文章对城市聚集及产业结构两个理论领域的既有成果进行了综述，并指出两个领域的交叉部分是目前存在的主要的理论空白。因此客观现实及理论缺陷决定了有必要将城市聚集与产业结构理论结合起来进行分析和研究，本文尝试从这二者的结合之处来探索二者在理论上和实践中的相关关系及作用机制。文章第二、三、四部分进行理论分析。第二部分构建了“棱镜模型”的基本架构，用于概要描述城市聚集和产业发展共同演变的基本过程，然后，，本文通过第三、四部分对模型了丰富和完善。第三部分分析了城市聚集对产业结构的作用机制，它包括城市聚集不同阶段作用于产业发展的不同因素，并分析了城市聚集效应对于产业发展的微观作用机制及宏观作用机制。第四部分从理论上分析了产业结构演变对于城市聚集的作用机制，涉及到对城市聚集的作用途径、作用手段及影响结果。从而从两个理论领域详细阐述了两者的内在关系和相互的影响机制。文章第五、六部分主要集中于对中国城市和产业发展轨迹进行分析。第五部分是实证分析部分。文章根据全国以及全国31个省、直辖市和自治区的城市人口聚集度与三次产业从业人员的数据关系运用计量经济学原理一一构建了多元线性回归模型，以揭示我国各地区的城市发展和产业结构的实际关系，并得出一系列结论。第六部分对改革前以及改革开放以来两个历史时段的城市和产业发展轨迹进行回顾、阐述，并对两个时段的演变过程的动力机制进行揭示。文章的最后部分是政策建议及结论，在经过理论及实证的分析之后，本文最后分析了在理论指导下的政策选择，并构建了系统的政策框架。提出的政策建议包括：构建城市聚集和产业发展的协调机制、互动机制，提出了二者在我国不同区域的政策选择，并解决了包括我国城市和产业布局的政策选择、旧城改造与新区建设的协调政策、城市失业问题在内的若干现实问题。
[Abstract]:Starting from the reality of urbanization development and industrial structure adjustment in China, this paper notes that the current urbanization development and industrial structure adjustment policies are isolated from each other to some extent and do not take into account the constraints and influences of both sides.It has caused the bad development of urbanization brought by the improper adjustment of industrial structure in our country at present, and a series of adverse effects on the adjustment of industrial structure brought by the low degree of urban agglomeration.After analyzing the realistic factors, this paper summarizes the existing achievements in the two theoretical fields of urban agglomeration and industrial structure, and points out that the intersection of the two fields is the main theoretical blank at present.Therefore, the objective reality and theoretical defects make it necessary to combine urban agglomeration with industrial structure theory for analysis and research.This paper attempts to explore the relationship and mechanism between the two in theory and practice.The second, third and fourth part of the article carries on the theoretical analysis.The second part constructs the basic framework of "prism model", which is used to describe the basic process of urban agglomeration and industrial development. Then, this paper enriches and perfects the model through the third and fourth parts.The third part analyzes the mechanism of urban agglomeration on industrial structure, including the different factors of urban agglomeration in different stages of industrial development, and analyzes the micro-mechanism and macro-mechanism of urban agglomeration effect on industrial development.The fourth part theoretically analyzes the mechanism of industrial structure evolution on urban agglomeration, which involves the way, means and results of urban agglomeration.From the two theoretical fields, the relationship between the two and the mutual influence mechanism are elaborated in detail.The fifth and sixth parts mainly focus on the analysis of the development of Chinese cities and industries.The fifth part is the empirical analysis part.According to the data relationship between urban population concentration and employees of three industries in China and 31 provinces and municipalities directly under the Central Government and autonomous regions, a multivariate linear regression model is constructed by using econometrics principles.In order to reveal the actual relationship between urban development and industrial structure in various regions of China, a series of conclusions are drawn.The sixth part reviews the development track of cities and industries in the two historical periods before reform and since the reform and opening up to the outside world, and expounds the dynamic mechanism of the evolution process of the two periods.The last part of the article is the policy recommendations and conclusions. After theoretical and empirical analysis, this paper finally analyzes the policy choice under the guidance of theory, and constructs a systematic policy framework.The policy suggestions include: constructing the coordination mechanism and interactive mechanism of urban agglomeration and industrial development, putting forward their policy choices in different regions of our country, and solving the policy choices including the urban and industrial layout of our country.The coordination policy between the old city reconstruction and the new district construction, the urban unemployment problem and some practical problems.
