社会主义经济周期的根源、形成机制与稳定增长的制度安排——一个马克思主义经济学制度分析的视角

【摘要】：经济的周期性波动是一种普遍现象。但是,在不同的经济制度下,经济周期的根源和形成机制是不同的。社会主义计划经济体制下存在的以需求膨胀为特征的经济周期源于传统公有制条件下企业的性质和它所具有的软预算约束特征,这一特征构成计划经济中经济周期形成的微观基础。社会主义市场经济体制下存在的以生产过剩为特征的经济周期源于市场经济制度自身的性质和企业所具有的硬预算约束特征,这一特征构成市场经济条件下经济周期的微观基础。在此基础上,生产无限扩大趋势与劳动者有支付能力需求相对缩小的矛盾不会消失。要平抑周期性的经济波动,实现经济长期的稳定增长,必须增加制度供给,为此要继续推进市场化取向的经济体制改革以及在再分配领域构建居民收入增长与经济增长同步的制度。
[Abstract]:The cyclical fluctuation of the economy is a common phenomenon.However, under different economic systems, the origin and formation mechanism of business cycle are different.The economic cycle characterized by the expansion of demand under the socialist planned economic system originates from the nature of enterprises under the condition of traditional public ownership and the characteristics of soft budget constraints.This characteristic forms the microcosmic foundation of economic cycle formation in planned economy.Under the socialist market economy system, the economic cycle characterized by overproduction originates from the nature of the market economy system itself and the hard budget constraint characteristic of the enterprise.This characteristic forms the microcosmic foundation of economic cycle under market economy condition.On this basis, the contradiction between the trend of unlimited expansion of production and the relative reduction of laborer's demand for ability to pay will not disappear.In order to stabilize the cyclical economic fluctuations and achieve long-term stable economic growth, we must increase the supply of institutions.Therefore, we should continue to push forward the market-oriented economic system reform and construct a system in which residents' income growth keeps pace with economic growth in the reallocation field.
