【摘要】：在全球倡导绿色、低碳发展的背景下,建立碳交易市场成为各国降低社会碳减排成本、发展低碳经济的重要途径。经过几年的探索,我国目前已经建立起了二省五市七个试点碳市场。为了顺利实现我国于2020年将碳排放强度降低40个百分点的减排承诺,建立全国统一碳市场成为目前极为迫切的任务。现阶段我国各试点碳市场的市场机制差异较大,未实施统一碳排放管理方法和配额分配方案,并且市场运行情况也不尽相同,碳交易成交量和成交金额相差悬殊,给建立全国统一碳市场造成了极大障碍。本文从碳交易市场机制的理论分析入手,分析了影响碳交易价格的主要因素,为稳定碳交易价格,顺利构建全国统一碳市场提供理论基础。此外,在梳理欧盟排放交易体系、芝加哥气候交易体系和日本碳交易体系三大国外典型碳市场发展情况和良好经验的前提下,本文对国内七个试点碳市场的市场机制和运行情况进行了对比和研究,并以各区域碳市场的碳交易价格为样本,利用GARCH族模型从实证分析的角度研究了碳交易价格的波动性和变动趋势,发现深圳市和湖北省碳市场的碳交易价格在一定程度上具备了反映市场信息的能力。在上述研究基础上,本文梳理了深圳市和湖北省碳市场的实践经验,并针对构建全国碳市场时所存在的主要问题,提出了相应的政策建议:建设分阶段的碳交易市场体系,根据各阶段碳市场的主要目标和任务,制定有所侧重的差异化市场机制;综合考虑各区域碳市场的管理体制,统一碳排放管理的覆盖范围,并实施跨年度的配额转移方案以解决企业和地市对配额分布不公平的看法;建立多层次的碳金融市场体系,促进碳金融价格的稳定并提高企业参与的积极性;政府应当将碳排放配额视为企业生产的一种资源,而非对各地市进行碳排放管理的考核指标,提高碳排放权的流动性;完善法律保障、政策保障、市场监管保障等保障体系。
[Abstract]:Under the background of global green and low-carbon development, the establishment of carbon trading market has become an important way for countries to reduce the cost of social carbon reduction and develop low-carbon economy. After several years of exploration, China has established two provinces and five cities seven pilot carbon markets. In order to realize the promise of reducing carbon emission intensity by 40 percentage points by 2020, it is an urgent task to establish a unified carbon market. At present, the market mechanism of each pilot carbon market in our country is quite different, the unified carbon emission management method and quota allocation scheme have not been implemented, and the operation of the market is different, the trading volume and the transaction amount of carbon trading are very different. The establishment of a national unified carbon market has created a great obstacle. Starting with the theoretical analysis of carbon trading market mechanism, this paper analyzes the main factors that affect the carbon trading price, which provides a theoretical basis for stabilizing the carbon trading price and constructing the national unified carbon market. In addition, under the premise of combing the development and good experience of three typical foreign carbon markets, the EU emissions trading system, the Chicago climate trading system and the Japanese carbon trading system, In this paper, the market mechanism and operation of the seven pilot carbon markets in China are compared and studied, and the carbon trading price of each regional carbon market is taken as a sample. From the perspective of empirical analysis, the GARCH family model is used to study the volatility and changing trend of carbon trading price. It is found that carbon trading price in Shenzhen and Hubei carbon markets has the ability to reflect market information to a certain extent. On the basis of the above research, this paper combs the practical experience of the carbon market in Shenzhen and Hubei Province, and puts forward the corresponding policy suggestions: to build a phased carbon trading market system, aiming at the main problems existing in the construction of the national carbon market. According to the main objectives and tasks of each stage of the carbon market, to develop the differentiated market mechanism with emphasis; to consider the management system of the carbon market in each region comprehensively, and to harmonize the coverage of the carbon emission management, In order to solve the unfair distribution of quotas in enterprises and cities, establish a multi-level carbon financial market system, promote the stability of carbon finance price and improve the enthusiasm of enterprises to participate in the market. The government should regard the carbon emission quota as a kind of resource of enterprise production, instead of the evaluation index of carbon emission management in each city, improve the fluidity of carbon emission right, perfect the guarantee system of law, policy, market supervision and so on.
