高新技术经济发展：技术、制度与资本的耦合

【摘要】： Ⅰ 二十世纪的最后一个十年里，美国经济的强劲增长令人侧目，但它给人的疑惑、需要解决的问题以及给我们的启示依然有待去探索。当今世界经济正处于一场大变革大转换的关键阶段，这场首先由信息技术发gR的经济变革的确使得经济活动展现出了许多与以前迥异的现象，为此各方分歧不少，认清这些现象以及现象背后的真正原因意义重大。因此，本文写作的目的在于，将现实的技术进步与历史的经济增长结合起来，对现实中的高新技术发展置于经济增长的历史性宏伟大背景下进行考察，通过对经济增长的历史及其理论的概述性回顾，在梳理关于技术、制度以及资本在经济增长中各自的作用发挥以及重新认识三者之间相互作用的复杂耦合关系基础上，对当今高新技术经济发展的基本机制及其对经济增长的重大影响做出较全面的分析，进而对我国经济的跨越式发展进行深入的思考。 Ⅱ 本文写作的主旨在于，探询高新技术经济在当今加速变革的社会中是如何产生、怎样变动以及怎样调整的，特别是高新技术经济发展规律对我国跨越式发展的启示。因此，围绕着所要解决的主要问题，框架结构与内容安排如下：第一部分主要论述整个文章的研究背景和选题原因，特别是对本文的研究方法——系统科学和演化经济学进行了的论述，考察了系统科学以及演化经济学的主要内容以及在进行经济增长分析过程中具有的特殊价值，同时也对整篇文章的框架结构和主要内容进行介绍。第二部分主要是对经济增长理论进行三类划分，即资本决定论、技术决定论以及制度决定论，并对这三类增长理论的主要内容进行介绍同时作出简单的评价，指出无论是资本决定论还是技术决定论以及制度决定论，他们的共同缺陷都在于对技术、制度以及资本进行了分 WP=3 割性理解，片面强调和过分夸大了某一种要素在经济增长中的作用，没有彻底分清长短期里实现经济增长的基本条件以及主导因素，没有认识到经济增长是一个要素耦合和系统演化过程。在对三类经济增长理论进行分析的基础上，运用系统科学和演化经济学的分析方法，对技术、制度以及资本三者之间的耦合机制进行研究，进而对经济增长进行数理分析，描绘了经济增长的逻辑斯蒂曲线，建立了经济增长的系统动力学模型，并对技术、制度以及资本的关系进行了讨论。总结出，它们虽然有着自身不同和独特的作用和影响，但在经济增长中的作用发挥却不是独立的，而是相互促进、彼此制约和系统整合的。经济增长的实现、实现的极限以及如何实现既取决于三者本身的质量水平的高低，更取决于三者耦合水平的高低。第三部分主要对高新技术经济的生成进行分析。作者对高新技术经济与传统经济的区别及其划分标准进行了讨论。研究了高新技术经济生成的内在逻辑在于，技术创新、制度创新以及投资变化的互相配合和协调，并以美国经济在90年代的发展为例进行说明。文章着重强调和分析了信息技术及其产品独特性在促进高新技术经济产生中的特殊和关键性作用，建立了经济的信息化对经济增长的贡献模型，分析了信息化对美国经济增长以及生产率所产生的影响。第四部分主要是对高新技术经济的波动进行分析。此部分首先从理论上分析了造成高新技术经济波动的原因在于，技术冲击、制度周期以及投资扰动三方面共同作用的结果。其中对技术冲击的分析主要以真实经济周期理论为分析工具，考察了技术冲击对技术、资本和劳动变化路径以及产量和消费变化路径的影响，并专门分析和描绘了具有持久性分量的技术冲击下的产量轨迹；对制度周期的分析中，将制度变迁的周期性特征与经济周期的对应阶段结合起来考察。根据美国“新经济”的发展经验以及依据前面所做的理论准备，对高新技术经济的波动特征进行了理论概括和前瞻性预见，进而指出高新技术经济发展依然存在着无法避免的“脆弱性”。第五部分对高新技术经济的调整进行分析。该部分明确指出高新技术经济本身无法避免波动，，进行经济调整是其发展过程中的一个必 WP=4 要和不可或缺的环节，分析了当前进入衰退期的美国是如何进行经济调整以及使用货币和财政手段所产生的实际效果和政策效应，也明确指出了发展高新技术经济中反对“技术拜物教”的重要性和原因，以及由此而引发的对高新技术经济发展的可持续性的思考。第六部分将前面高新技术经济发展的理论研究与我国的实际国情结合起来，着重分析我国跨越式发展的理论基础和现实依据。首先对我国实现跨越式发展的内在需要和可能性进行阐述，接着对实现跨越式发展需要的条件和存在的困难进行分析，强调指出，从现实来看，需求不足和通货紧缩是对发展高新技术经济的最大制约。同时对理论界提出实现经济跨越式发展的各种思路和途径进行了厘清，最后对如何实现跨越式发展——选择跨越点、工业化与信息化的关系以及避免高新技术产业的“孤军突出”提出了政策建议。 Ⅲ 本文在研究过程中力图将基础理论与经验事实结合起来，使对高新技术经济的分析以及得到的相关结论既能找到合乎逻辑的理论根据，又能找到合乎客观事实的经验证据。总的说来，作者力图在以下几方面实现突破或者创新： 1、在研究方法上，弥补了长期以来，增长理论中

In the last ten years of twentieth Century, the strong growth of the United States economy is impressive, but its doubts, problems to be solved and the inspiration to us still need to be explored.
The world economy is at the key stage of great transformation and transformation. The economic change issued by gR, which is first made by information technology, has indeed shown many disparate phenomena in economic activities. The main purpose of this paper is to inquire about how high and new technology economy produces, how and how to adjust in today's accelerated society, especially the Enlightenment of the law of high and new technology economic development to China's leapfrog development. Therefore, the framework and content are arranged as follows:
The first part mainly discusses the background of the whole article and the reasons for the topic, especially the research methods of this paper, system science and evolutionary economics, the main contents of system science and evolutionary economics, the special value in the process of economic growth analysis, and the whole article. The second part is mainly to divide the economic growth theory into three categories, namely, capital determinism, technology determinism and system determinism, and introduce the main contents of the three types of growth theory and make a simple evaluation.
