史海撷金之二:管仲论金融雄踞世界第一

【摘要】：正数百年后的齐国,又出了一位同姜子牙一样早期命运坎坷,也同样具有雄才大略的伟人——管仲。早期经商赔本、做官被逐、打仗败北、因辅佐公子纠沦为阶下囚的管仲,后经鲍叔牙力荐,齐桓公摈弃私仇,任他为相。随后,又被齐桓公尊为"仲父"的管仲,奉命主持一系列的政治和经济、金融改革。专家概括主要为五个方面:一、推行"以农为本,本末并举"的产业战略政策;二、大力改革农业税收形式,工商税则注意"寓税于价"、"与之为取",按土地分等征税,禁止贵族掠夺私产;三、铸造货币,调剂物价,充分发挥货币的宏观调控作用,运用轻重之术,驾驭国家经济,充实国家财政;
[Abstract]:Just a few hundred years later, Qi gave birth to a great man, Guan Zhong, who, like Jiang Ziya, had a rough early life. Later, Guan Zhong was honored as the "Zhong Father" by the Duke of Qi, and was instructed to preside over a series of political, economic and financial reforms. The experts summed up five main aspects: first, to carry out an industrial strategic policy of "taking agriculture as the basis and developing at the same time"; second, to vigorously reform the forms of agricultural taxation, and the industrial and commercial taxes should pay attention to "putting taxes at the price" and "taking them as the takers" and taxing according to the land. Third, to create money, adjust prices, give full play to the macro-control role of money, use the light and light techniques, control the national economy, enrich the national finance;
