农村环境污染的根源与治理:基于产业经济学视角

【摘要】：广大农村是我国经济社会发展的基础,绿色发展理念的落实和生态文明的建设离不开农村青山绿水、蓝天白云优美环境的建设。然而,改革开放以来,我国农村经济和社会发生巨大发展的同时,环境污染问题也日趋突出。从产业经济学视角看,我国农村的环境污染主要来源于县域工业、种植业和畜牧业发展所产生的大气、水体和土壤污染,而且其产生原因和治理方式也不一样。县域工业污染的产生原因在于外地边际产业转移或边际性生产环节转移、本地产业粗放增长和产业布局分散,种植业污染的产生原因在于其发展方式粗放、生产技术落后、绿色农产品认证与监管体系不完善,畜牧业污染的产生原因在于种养业发展分离与失调、养殖场布局不合理和配套处理设施不完善。因此,其治理方式与路径相应为:坚持绿色发展理念,推动县域经济产业结构升级;坚持创新发展理念,推动种植业发展方式转变;坚持协调发展理念,推动种养业循环发展。
[Abstract]:The vast rural areas are the foundation of the economic and social development of our country. The implementation of the concept of green development and the construction of ecological civilization can not be separated from the construction of the beautiful environment of green mountains and rivers, blue sky and white clouds. However, with the great development of rural economy and society since the reform and opening up, the problem of environmental pollution has become increasingly prominent. From the perspective of industrial economics, the environmental pollution in rural areas in China mainly comes from the atmosphere, water and soil pollution caused by the development of county industry, planting and animal husbandry, and the causes and treatment methods are different. The causes of industrial pollution in county area lie in the marginal industrial transfer or marginal production link transfer in other areas, the extensive growth of local industry and the scattered industrial distribution. The causes of planting industry pollution lie in its extensive development mode and backward production technology. The certification and supervision system of green agricultural products is not perfect, the pollution of animal husbandry is caused by the separation and imbalance of the development of breeding and raising industry, the unreasonable layout of breeding farm and the imperfect facilities of supporting treatment. Therefore, its governance mode and path are: adhere to the concept of green development, promote the upgrading of the industrial structure of the county economy; adhere to the concept of innovative development, promote the transformation of the mode of plant development; adhere to the concept of coordinated development, promote the circular development of the breeding and raising industry.
