碳市场运行机制与减排原理探究

【摘要】：由于《京都议定书》为工业化已开发国家和经济转型国家设定了具有法律约束的温室气体减排目标，以碳排放量及其价格体系为依托的交易市场——“碳市场”应运而生，而碳市场即是碳排放权交易体系和其交易平台的总称。本文结合中外对当今碳市场和碳循环的研究成果，运用文献研究，定量分析等研究方法，分析了如今碳市场的运行机制，对碳市场如何实现碳减排做出解释，最后对南京市的碳市场建设及减排路径提出建议。通过分析得出结论：碳市场具有创造性的将科学问题（由于人类发展对碳循环的扰动导致的气候变化），技术问题（削减碳排放，减缓全球暖化），经济问题（实现可持续发展）这三者紧密的结合起来，运用市场机制来解决全球气候变暖这一技术、科学、经济的综合问题。碳市场将人类资本与新型的低碳技术更好的链接在了一起，更多的资金将被投入到减排项目与企业中，与此同时，各个国家、企业以及项目由于其减排优势所产生的减排量也可以在碳市场中进行交易，加速了减排技术的创造与革新，最终实现碳减排的目标。就南京市的具体情况而言，南京市的碳排放量逐年增长，平均增长率为8%，工业能源方面，由于南京市近年来对重工业企业的逐步升级，其增速已经明显放缓，，2011到2012年仅为1%。但交通运输方面则并不乐观，保持着接近每年17%的增长。这要求南京需要抓住国内碳市场初建的有利时机，有效利用碳市场的手段实现节能减排，在城市生产、城市建筑、城市交通、城市碳汇四个方面进行努力，达成建设低碳城市的最终目标。
[Abstract]:As the Kyoto Protocol sets legally binding greenhouse gas emission reduction targets for industrialized developed countries and countries with economies in transition, the "carbon market", a trading market based on carbon emissions and its price system, has emerged as the times require. The carbon market is the total name of carbon emission trading system and its trading platform. Based on the research results of the current carbon market and carbon cycle at home and abroad, this paper analyzes the operating mechanism of the current carbon market and explains how the carbon market can reduce carbon emissions by using the methods of literature research and quantitative analysis. Finally, the paper gives some suggestions on the construction of carbon market and emission reduction path in Nanjing. The analysis concludes that the carbon market creatively addresses scientific issues (climate change as a result of human development disruptions to the carbon cycle), technical issues (reducing carbon emissions, To mitigate global warming, economic problems (achieving sustainable development) are closely combined, and market mechanisms are used to solve the technical, scientific and economic problems of global warming. The carbon market will better link human capital to new low-carbon technologies, and more money will be invested in emissions reduction projects and businesses, as countries, Enterprises and projects due to their emission reduction advantages can also be traded in the carbon market, accelerating the creation and innovation of emission reduction technology, and ultimately achieve the goal of carbon emission reduction. In the specific case of Nanjing, the city's carbon emissions are increasing year by year, with an average growth rate of 8%. In terms of industrial energy, the growth rate of Nanjing has slowed significantly from 2011 to 2012 because of the upgrading of heavy industry enterprises in Nanjing in recent years. But transportation is not optimistic, maintaining a growth rate of nearly 17% a year. This requires Nanjing to seize the favorable opportunity of the initial construction of the domestic carbon market, effectively utilize the means of carbon market to achieve energy conservation and emission reduction, and make efforts in four aspects: urban production, urban construction, urban transportation, and urban carbon sequestration. Achieve the ultimate goal of building a low-carbon city.
