中国现行环保投资统计口径优化研究

【摘要】:中国现行环境统计报表制度自2012年起开始统计污染治理设施直接投资,其相对科学地将燃气、集中供热、园林绿化等虽然具有一定环境效益但主要目的并非环境保护的环境受益活动剥离出去。然而,该统计口径仍然存在不利于支撑环保投资决策与管理的两个方面的关键问题。一是无法整体反映各要素环保投资情况,与目前基于大气、水、土壤等主要环境要素污染防治的环境管理体系不相匹配。二是未将非工业企业大气污染防治、流域综合整治、农村环境连片整治、土壤污染防治、环境监管能力建设、生态保护、船舶污染防治、医疗(危险)废物处置、非生产噪声污染防治、核安全以及非核辐射治理等环境保护活动纳入统计范围。以2014年数据进行保守估算,未纳入现行统计体系的主要环境保护活动投资约占当年污染治理设施直接投资的13.6%。为更好地适应基于要素的环境管理体系,以及降低统计口径不全带来真实环保投资规模偏低的影响,亟需对现行环保投资统计口径进行优化设计。
[Abstract]:Since 2012, China's current environmental statistics report system has started to count direct investment in pollution control facilities. Although landscaping has certain environmental benefits, but the main purpose is not environmental protection, environmental benefit activities are stripped out. However, there are still two key problems that are not conducive to supporting the decision and management of environmental protection investment. First, it can not reflect the environmental protection investment of all factors, which does not match the current environmental management system based on air, water, soil and other main environmental factors pollution prevention and control. Second, non-industrial enterprises, such as air pollution prevention and control, watershed comprehensive renovation, rural environmental continuous remediation, soil pollution prevention and control, environmental regulatory capacity building, ecological protection, ship pollution prevention and control, and medical (hazardous) waste disposal, Environmental protection activities such as non-production noise pollution prevention, nuclear safety and non-nuclear radiation control are included in the statistical scope. Based on the conservative estimate of 2014 data, the investment in major environmental protection activities not included in the current statistical system accounted for about 13.667% of the total direct investment in pollution control facilities that year. In order to better adapt to the environmental management system based on the elements and reduce the impact of the low scale of the real environmental protection investment caused by the incomplete statistical caliber, it is urgent to optimize the design of the current statistical caliber of environmental protection investment.
