循环经济发展模式及其政策措施研究

【摘要】： 以“大量生产、大量消耗、大量废弃”为特征的传统经济发展模式的缺陷，导致资源浪费、破坏和供不应求，环境消纳污染物的自净能力难以支撑和环境质量的不断恶化，严重制约着经济社会的可持续发展。1992年世界各国就可持续发展达成共识以来，德国、日本等发达国家和一些发展中国家积极探索促近可持续发展的经济途径，提出了循环经济发展模式。这一模式旨在构建“资源——产品——废物——再资源”的闭环式经济系统，是适应于优化经济结构、合理利用资源、保护生态环境、推进可持续发展而产生的一种新的经济形态，并将成为21世纪的一种发展趋势。江泽民同志在全球环境基金第二届成员国大会上指出：“只有走以最有效利用资源和保护环境为基础的循环经济之路，可持续发展才能得到实现”。本文结合山东省软科学项目“循环经济发展模式及其政策机制研究” (项目编号：B200210)，借鉴国内外循环经济探索的最新成果，立足国情，研究提出发展循环经济的基本模式和政策措施，主要内容包括以下五个方面：第一部分：循环经济与可持续发展。论述了循环经济伴随着可持续发展思想的形成而兴起，指出循环经济是可持续发展理念的产物，是对传统的不可持续的生产方式的修正和变革，并结合中国国情阐述了发展循环经济的必要性。第二部分：循环经济的内涵及其理论基础。运用可持续发展观点和系统科学的方法，，对循环经济的概念、内涵、原则、基本特征和理论基础进行了系统的分析，其目的是为了进一步构建循环经济的理论框架。第三部分：国外发展循环经济的实践与探索。重点从发达国家加强循环经济立法、公司与企业实践、生态工业园区创建以及非政府组织和公众参与等方面，客观地分析评价了国外循环经济的探索进程和发展趋势。第四部分：我国发展循环经济的基本模式。对相关资料进行了搜集与整理，通过典型案例分析，揭示了农业循环经济、工业循环经济、服务业废弃物循环利用、区域(城市)循环经济的基本模式，建立了框架体系。第五部分：我国发展循环经济的政策措施。对我国循环经济的发展原则以及在发展循环经济方面面临的问题进行了分析，从宣传教育、体制创新、技术创新、法制建设等方面，分析、提出了我国发展循环经济的政策措施和建议。且循环经济发展模式及其政策措施研究本论文以可持续发展思想为指导，运用系统科学的思想方法，遵循自然规律、经济规律、祉会规律、技术规律、环境规律，从理论和实践两个层面对循环经济进行的全面、系统分析以及对我国发展循环经济基本模式的揭示，体现了创新性，具有现实指导意义。
[Abstract]:The defects of the traditional economic development model characterized by "large quantities of production, large consumption and large waste" have led to the waste of resources, destruction and supply, and the self purification of environmental pollutants is difficult to support and the environmental quality is deteriorating, which seriously restricts the sustainable development of the economy and society in.1992 years. Since the consensus, developed countries such as Germany, Japan and some other developing countries have actively explored the economic ways to promote the near sustainable development, and put forward the development model of circular economy. This model is designed to construct the closed loop economic system of "resources products - Waste - re resources", which is adapted to optimizing the economic structure and making reasonable use of the capital. A new economic form produced by the source, protection of the ecological environment and promoting sustainable development will become a trend of development in twenty-first Century. Comrade Jiang Zemin pointed out at the second congress of the global environment fund: "the only way to sustainable development is to take the most effective use of resources and protect the environment." In this paper, based on the study of the "circular economy development model and its policy mechanism" (project number: B200210) of Shandong soft science project (project number:), the basic model and policy measures for developing circular economy are put forward by drawing on the latest achievements of the domestic and international exploration of circular economy and based on the national conditions. The main contents include the following five aspects:
The first part: circular economy and sustainable development. The paper expounds the rise of circular economy with the formation of the thought of sustainable development. It points out that the circular economy is the product of the concept of sustainable development, the amendment and change to the traditional unsustainable mode of production, and the necessity of developing the circular economy in combination with the state of China.
The second part: the connotation and theoretical basis of circular economy. The concept, connotation, principle, basic characteristics and theoretical basis of circular economy are systematically analyzed with the view of sustainable development and the method of system science. The purpose is to further construct the theoretical framework of circular economy.
The third part: the practice and exploration of the development of circular economy abroad. The emphasis is on the exploration and development of circular economy in the developed countries, including the legislation of circular economy, the practice of companies and enterprises, the creation of the eco industrial park and the participation of non-governmental organizations and the public.
The fourth part: the basic model of China's development of circular economy. The relevant data were collected and collate, and through typical case analysis, the basic model of agricultural circular economy, industrial recycling economy, recycling of service industry waste and regional (city) circular economy was established, and the framework system was established.
The fifth part: the policies and measures for the development of circular economy in China. The principles of the development of China's circular economy and the problems faced in the development of circular economy are analyzed. From the aspects of publicity and education, system innovation, technological innovation and legal construction, the policy measures and suggestions for the development of circular economy in China have been put forward.

Guided by the idea of sustainable development, this paper applies systematic scientific thinking and natural regulations.
Laws, economic laws, laws of well-being, laws of technology, and laws of the environment are put forward from two levels: Theory and practice.
The overall, systematic analysis of the ring economy and the revelation of the basic mode of developing circular economy in China.
It is innovative and has practical guiding significance.
