林毅夫的新结构经济学为何引发如此争议——兼论如何正确认识和参与学术争论

【摘要】：林毅夫倡导的新结构经济学之所以引发广泛的关注并带来强烈的争议,根本原因在于其中的“有为政府”概念、积极的“产业政策”以及“政府动机”等与新古典经济学的“有限政府”概念、自发的“市场机制”以及“企业家精神”等发生了激烈碰撞。同时,学者们的学术取向和价值立场主要取决于其知识结构以及相应的社会理念而非个人利益或身份背景,而一些学者对新结构经济学持反对态度,也正因为他们持守新古典经济学以及奥地利经济学派等正统经济学的传统智慧,受制于它们的思维和信条。当然,真正的学者致力于“为己之学”,从而努力从学术争论中吸取为己所用的东西,而不会倾力地将自己的观点强加给别人。显然,如果能够遵行这种良性争论,我们的视野就会拓宽,认知也会提升,学术也就会由此获得推进。
[Abstract]:The basic reason why the new structural economics advocated by Lin Yifu has aroused wide attention and brought strong controversy lies in the concept of "government". The active "industrial policy" and "government motive" collide with the concepts of "limited government", spontaneous "market mechanism" and "entrepreneurship" in neoclassical economics. At the same time, the academic orientation and value stand of scholars mainly depend on their knowledge structure and corresponding social ideas rather than personal interests or identity background, while some scholars are opposed to the new structural economics. It is also because of their traditional wisdom of neo-classical economics and orthodox economics, such as the Austrian school of economics, that they are subject to their thinking and creed. True scholars, of course, are committed to "learning for themselves," thereby trying to draw on what they use in academic debates, rather than trying to impose their views on others. Obviously, if we follow this kind of benign argument, our horizons will widen, our cognition will improve, and our academic will be advanced.
