产业集群与地区发展政策分析

【摘要】：全球化背景下,区域公共政策的制定者迫切地需要找到提升区域竞争力并获得区域经济持续增长的途径。对各个地区而言,经济增长需要由企业通过生产要素的整合加以实现,产业是发展生产力从而提升地区竞争力的现实基础。针对产业集群发展的中外现实比较,不由地提出问题:产业集群的产生与演进需要有什么样的条件,以及这些条件有多大程度是内生或者外生的?为什么在一些地区产业集群能够有不错的发展态势,而其他地区则无法巩固其产业基础? 对于地区政府而言,能够在本地区产业集群的发展上有多大的作为来推动地区的发展呢? 针对这些问题,本文打算从产业经济学的角度,主要运用产业组织学的分析方法,研究产业集群网络特性,以及基于产业集群的地区发展政策。本文一共分为八个章节,采取概念-模型-实证逐步递进的分析框架,进行研究。首先说明研究的问题、相关的概念和研究的方法,并且对于相关的理论文献进行综合评述,对产业集群网络特性这一因素对产业集群的促进作用做了学理上的探讨。在模型部分本文从产业集群的网络特性出发,采用网络经济学的分析方法, 分别以地区之间的竞争和地区本身的发展为视角,研究政府在这两方面分别采取的策略。地区政府可以通过扩大产业集群的开放度、促成分工与产业链、形成产业价值链等方式,加强产业集群的外部吸引力;或者,政府也可以通过在政策过程区分不同规模的企业、动态分析产业集群的发展等方式加强产业集群的内部合作程度,发展产业集群的竞争力与优势。在理论探讨之后,本文从国际和国内两个角度进行了产业集群的实证研究, 以此来对于上述模型演绎的结果进行实证分析和现象解释。通过国际与国内产业集群的比较,得出产业集群的政策结论:产业集群中的政府可以通过地方产业发展定位、提供必要的生产资料、促进区域合作与分工、协调与其他产业集群的关系,以吸引其他企业进入并且增强地区内企业的福利水平。最后,本文分析全球化背景下产业集群网络特性的发展趋势,研究推动产业集群强化升级的发展策略,得出地区发展策略新的趋势具有两大视角:一是,发展产业生态;二是,构建地区发展共同体。
[Abstract]:In the context of globalization, regional public policy makers urgently need to find ways to enhance regional competitiveness and achieve sustained regional economic growth. For all regions, economic growth needs to be realized by enterprises through the integration of production essentials, and industry is the realistic basis for developing productive forces and enhancing regional competitiveness. In view of the realistic comparison between China and foreign countries in the development of industrial clusters, this paper puts forward the following questions: what conditions are needed for the emergence and development of industrial clusters, And to what extent are these conditions endogenous or exogenous? Why can some areas of industrial clusters have a good development situation, while other regions can not consolidate their industrial base? For regional governments, how much can they do to promote the development of regional industrial clusters? In view of these problems, this paper intends to study the characteristics of industrial cluster network from the perspective of industrial economics, mainly using the analytical method of industrial organization. And the regional development policy based on industrial cluster. This paper is divided into eight chapters, using the concept-model-empirical progressive analysis framework, progressive research. First of all, explain the problems of the research, related concepts and research methods, and review the relevant theoretical literature. This paper probes into the promoting effect of the characteristic of industrial cluster network on industrial cluster. In the part of the model, this paper starts from the network characteristic of industrial cluster, adopts the analysis method of network economics, takes the competition among regions and the development of the region itself as the angle of view, respectively. To study the respective strategies adopted by the Government in these two areas. Regional governments can enhance the external attractiveness of industrial clusters by expanding the openness of industrial clusters, promoting division of labour and industrial chains, and forming industry value chains; or, Governments can also distinguish between businesses of different sizes through policy oversteps. Dynamic analysis of the development of industrial clusters and other ways to strengthen the degree of internal cooperation of industrial clusters, to develop the competitiveness and advantages of industrial clusters. After the theoretical discussion, this paper conducts empirical research on industrial clusters from both international and domestic perspectives, and then makes empirical analysis and explanation of the results of the above models. Through the comparison between international and domestic industrial clusters, The policy conclusion of the industrial cluster is that the government in the industrial cluster can provide the necessary means of production and promote regional cooperation and division of labor through the orientation of the local industrial development exhibition. Coordinate with other industrial clusters to attract other enterprises and enhance the welfare level of enterprises in the region. Finally, this paper analyzes the development trend of the network characteristics of industrial clusters under the background of globalization, and studies the development strategies to promote the enhancement and upgrading of industrial clusters. It is concluded that the new trend of regional development strategy has two major perspectives: first, the development of industrial ecology; second, the construction of regional development community.
