环境资源市场失灵与技术创新生态化转向研究

【摘要】:环境资源是技术创新不可或缺的要素之一。环境资源为人类生存和发展提供天然矿物原料和自然条件,它有形或无形地参与技术创新的整个过程。由于地球是一个相对的封闭系统,所以,在地球上的环境资源供给量是有限的。市场失灵是因资源的价格信号缺少或失真所导致的市场机制的失效。在市场失灵条件下,环境资源不能通过市场实现最优配置,会出现无效率的浪费和滥用,从而导致环境的污染和破坏。传统技术创新,以其对技术异化的扩散效应和内在生态价值观的缺失,放大了环境资源市场失灵的负面作用,使得环境资源市场失灵所导致的环境污染和破坏发展为宏观的资源短缺和环境危机。因此,必须扬弃传统技术创新,,实现技术创新生态化转向,使技术创新朝有利于可持续发展的方向发展。 本论文首先通过考察环境资源的特点以及技术创新与环境资源的相互联系,论证了环境资源的不可或缺性和存量的有限性。其次,通过分析市场失灵条件下环境资源配置的非效率的现象,结合环境资源的有限性,论证环境资源市场失灵是环境污染和破坏的诱因之一。第三,通过考察传统技术创新的实践和内在价值观的缺陷,提出和论证了传统技术创新因其对技术异化的扩散作用以及内在生态价值观的缺失放大了环境资源市场失灵的负面作用,使环境资源市场失灵所导致的环境污染和破坏发展为宏观的资源短缺和环境危机。最后,在前面的论述基础上提出了扬弃传统技术创新理论,实现技术创新生态化转向的观点,并且最后简要介绍了实现技术创新生态化转向的几个具体途径。
[Abstract]:Environmental resources are one of the indispensable elements of technological innovation. Environmental resources provide natural mineral raw materials and natural conditions for the survival and development of human beings and participate in the whole process of technological innovation. Because the earth is a relatively closed system, the supply of environmental resources on the earth is limited. Market failure is the failure of market mechanism caused by the lack or distortion of price signals of resources. Under the condition of market failure, environmental resources cannot be allocated optimally through the market, which will lead to inefficient waste and abuse, resulting in environmental pollution and destruction. Traditional technological innovation magnifies the negative effect of environmental resource market failure because of the diffusion effect of technology alienation and the absence of inherent ecological values. The environmental pollution and damage caused by the market failure of environmental resources become macro resources shortage and environmental crisis. Therefore, we must abandon the traditional technological innovation, realize the ecological turn of technological innovation, and make the technological innovation develop in the direction of sustainable development. Firstly, by investigating the characteristics of environmental resources and the relationship between technological innovation and environmental resources, this paper demonstrates the necessity of environmental resources and the limitation of their stock. Secondly, by analyzing the non-efficiency phenomenon of environmental resources allocation under the condition of market failure and combining the limitation of environmental resources, it is proved that the market failure of environmental resources is one of the inducements of environmental pollution and destruction. Third, by examining the practice of traditional technological innovation and the defects of its intrinsic values, This paper puts forward and proves that traditional technological innovation magnifies the negative effect of environmental resource market failure because of its diffusion effect on technology alienation and the absence of inherent ecological values. The environmental pollution and damage caused by the failure of the market of environmental resources become macro resources shortage and environmental crisis. Finally, on the basis of the previous discussion, the author puts forward the viewpoint of sublation from the traditional theory of technological innovation and realizes the ecological turn of technological innovation, and finally introduces several concrete ways to realize the ecological turn of technological innovation.
