非市场缺陷及其消弥

【摘要】： 非市场缺陷尤其是政府缺陷是当代政治经济学和公共 管理学研究领域的一个主题，也是现代市场经济国家所面 临的一个共同难题。当前，我国正处于由计划经济体制向市 场经济体制转型的过程中，这一问题已日渐凸显。因此，对 非市场缺陷问题进行深入研究，进而探寻在不完善的市场 与不完善的非市场之间尽可能优化的功能组合，便具有了 深刻的理论意义和现实意义。 本文注重理论与实际相结合，，采用规范的、实证的研究 方法，运用政治学、行政学、经济学的有关理论，对非市场缺 陷的表现特征、成因等进行了较为深入的分析研究，并提出 了一些消弥缺陷的对策建议。全文共分为三部分： 第一部分对非市场缺陷进行了一般的论述，界定了非 市场和非市场缺陷，分析了非市场所存在的角色悖论，归纳 了非市场缺陷的一般表现，并对我国的非市场缺陷进行了 实证考察。 第二部分对非市场缺陷的成因运用经济的、尤其是政 治经济学的方法进行了较为深入的分析。 第三部分从合理定位非市场职能等多种途径对消弥非 市场缺陷进行了对策思考。
[Abstract]:Non-market defects, especially government flaws, are a subject of contemporary political economics and public management studies. Also is the modern market economy country faces a common difficult problem. At present, our country is in the process of transition from planned economy system to market economic system, this problem has become increasingly prominent. Therefore, the problem of non-market defects is studied in depth. And then explore the best possible functional mix between imperfect and imperfect markets, It has profound theoretical and practical significance. This paper focuses on the combination of theory and practice, adopts normative and empirical research methods, and applies relevant theories of politics, administration and economics. This paper makes a deep analysis and study on the characteristics and causes of non-market depression. And put forward some countermeasures and suggestions to eliminate the defects. The full text is divided into three parts: the first part of the non-market defects of the general discussion, The non-market and non-market defects are defined, and the role paradox of non-market is analyzed. The general performance of non-market defects is summarized and the non-market defects in China are investigated empirically. The second part makes a deep analysis of the causes of non-market defects, especially the method of governance economics. In the third part, countermeasures are given to eliminate the defects of non-market through rational positioning of non-market functions.
