【摘要】：流域经济是一种以自然河流水系为基础，流域人、财、物资源配置为核心的亚区域和跨区域经济系统。人类的文明，最早均起始于大江大河之畔，世界四大古代文明都发源于一些著名的河流两岸。当代世界各国，尤其是经济发达国家都十分重视对流域及河流的综合治理和开发。就目前而言，国内外学者对流域经济的研究虽然取得了一定的成就，但对流域经济更注重对“水域”和水资源的开发利用的研究，缺乏对流域经济这个亚区域和跨区域经济系统的诸多要素的系统分析；对流域产业带的分析更多的是以“三角洲”为边界，而缺乏上中下游的产业合理布局与利益互动互补的研究；对流域开发的模式有所研究，但很少用要素禀赋和分工协作的原理，进行流域经济开发模式和经济增长模式的研究；对流域综合开发中上中下游经济差距的形成机制和利益互补机制的研究也薄弱。我国是世界上拥有众多江河的国家之一，今天对流域经济进行综合开发与治理，已成为我国合理布局生产力，发展经济，缩小地区差距、实现经济协调发展所面临的一项重要任务。因而，在前人研究的基础上，探讨适合我国国情的流域开发模式，促进我国江河流域综合开发利用与区域协调发展，就显得十分迫切和需要。本文以马克思主义的立场，观点、方法为指导、以社会主义经济理论为研究基础，借鉴西方经济学分析方法，尤其采用规范分析与实证分析相结合，以规范分析方法为主、定性分析与定量分析相结合，以定性分析方法为主、静态分析与动态分析相结合，以动态分析为主、微观分析与宏观分析相结合，以宏四川大学博士学位论文观分析为主等方法，对流域经济问题进行系统分析研究。论文的第一章，导论。第二章，分析了作为整个论文分析基础的基本理论，即:流域经济的内涵、特征、开发模式等问题，借以为论文其它章的分析奠定理论基础。第三章，分析了流域经济的开发战略目标及模式，对流域经济的作用及运行机制等问题进行分析，，提出了切合我国实际的“增长链”开发模式。第四章，论文分析流域经济产业带的合理布局、产业结构调整问题，着重运用分工与协作理论，按照“因地制宜、合理分工、优势互补、各展所长、共同发展”的原则，对流域进行产业合理布局，并对流域主导产业的选择等提出了自己的观点。第五章，论文论述流域经济与城市的合理布局问题，着重分析城市增长极的作用、产权改革、经营城市等问题。第六章，论文分析了流域经济与 “三农”出路问题，着重分析了流域农业产业结构调整、农村剩余劳动力的转移，城乡统筹，农村城镇化和农民增收等问题，力求探讨解决农村、农业、农民问题，促进流域农业可持续发展。第七章，论文分析了流域经济差异与非均衡协调发展，着重探讨了流域经济差异形成的原因等问题，提出了解决差异和实现流域经济非均衡协调发展的政策措施。第八章，论文论述了流域经济与可持续发展问题，用五个统筹的理论，指导流域经济的可持续发展，尤其着重探讨流域资源环境保护，以及发展生态旅游业、生态农业，可持续发展制度创新，促进流域经济可持续发展。第九章，论文进一步揭示了流域经济开发中市场的失灵，指出政府尤其是中央政府在流域经济开发中的作用，以及在我国流域经济开发中加强宏观调控的必要性。最后，论文进行流域经济实证研究，以嘉陵江流域为例，对嘉陵江流域经济的开发开放与经济社会可持续发展进行了具体探讨。与同类型研究成果相比，本文在以下几个方面进行了新的思考与探索: 1、从宏观理论分析的角度对流域经济问题作系统、全面的研究。克服了以往国内外学者对流域经济的研究仅限于注重对“水域”和水资源的开发利用的研究，对流域经济这个亚区域和跨区域经济系统的开发战略目标和模式、产业布局、城市布局、流域经济与“三农”出路、流域经济与可持续发展等问题分析较少的不足，把流域经济的开发战略目标和模式、产业布局、城市布局、“三农”、经济利益补偿、可持续发展等纳入了分析框架，使流域经济问题的研究更系统、完整和全面化。四川大学博士学位论文 2、提出了增长链开发模式。突破己有的经济增长理论，对经济增长理论进行了创新，提出增长链开发模式。增长链开发模式它是一种梯度开发模式与点- 轴一面开发模式并举的综合开发模式。其基本思想是把梯度开发模式与点一轴一面开发模式有机地结合起来，流域经济开发中，增长极开发、梯度开发与点轴面开发模式并存，通过增长极的极化效应和扩散效应所形成的点状开发、点轴面所形成的带状开发与整个流域经济上中下游总体上的合理分工、梯度开发有机结合起来，进而形成带状的巨大增长链。利用流域经济中河流系统自身拥有的特殊功能来有效地组织流域经济，使河流经济的开发进程与流域经济的发展布局之间始终保持着协调的关系，这必将有利于实现流域经济的非均衡协调发展。 3、提出了建立流域经济上中下游的利益补偿机制。流域经济系统是一种以自然河流水系为基础，流域人、财、物资源配置为核心的亚区域和跨区域经济系统。针对流域开发是个系统工程，提出流域经济的开发必须
[Abstract]:Basin economy is a kind of sub-regional and cross-regional economic system based on natural river system and allocated human, financial and material resources.
The earliest human civilization began on the banks of the great rivers, and the four great ancient civilizations in the world all originated on the banks of some famous rivers. Achievements have been made, but more attention has been paid to the development and utilization of "watershed" and water resources in the basin economy, lacking systematic analysis of the sub-regional and cross-regional economic system, and the analysis of the basin industrial belt is more based on the "delta" as the boundary, and lacking of the rational industrial layout and benefits in the upper, middle and lower reaches of the basin. The research on the economic development model and economic growth model of river basin is also weak. Our country is the world. As one of the countries with many rivers, the comprehensive development and harnessing of river basin economy has become an important task for China to rationally distribute the productive forces, develop the economy, narrow the regional gap and realize the coordinated development of economy. Guided by Marxist standpoint, viewpoint and method, based on socialist economic theory, this paper uses western economic analysis methods for reference, especially combining normative analysis with empirical analysis, focusing on normative analysis, combining qualitative analysis with quantitative analysis, focusing on qualitative analysis, static analysis and dynamic analysis.
