论区域主导产业

【摘要】： 区域主导产业研究是一个既古老又常新的命题。文章回顾了区域主导产业的理论渊源和方法论体系，结合我国的新情况、新经验对区域主导产业涵义特征、形成机制和培育途径等作了较为系统的阐述。文章认为，区域主导产业不是国民经济主导产业的区域化，也不同于通常意义的区域支柱产业，其本质特征既体现着不同地区的空间特性，，又包含着“主导部门”的产业属性，确切地说，是区域性主导产业。文章剖析了我国区域主导产业不同于西方发达国家区域专门化的特点及其形成原因，提出在经济体制转轨、增长方式转型以及区外技术大量涌进的条件下，我国欠发达地区主导产业的选择和培育，应及时理清自给产业与输出产业，着力开拓区外市场，正确处理高技术和新产品、传统优势产业与新兴产业的关系，大力营造产业聚集和协同的环境，加强和改进区域政府的产业导向职能。文章还探讨了经济全球化和西部大开发背景下四川主导产业培育的问题。
[Abstract]:Regional leading industry research is an old and often new proposition. This paper reviews the theoretical origin and methodology system of regional leading industry. Combined with the new situation of our country, the new experience systematically expounds the connotation, formation mechanism and cultivation way of regional leading industry. The paper holds that the regional leading industry is not the regionalization of the national economic leading industry, nor is it different from the regional pillar industry in the usual sense. Its essential characteristics not only embody the spatial characteristics of different regions, but also contain the industrial attributes of "leading departments". To be exact, it is a regional leading industry. This paper analyzes the characteristics and causes of regional specialization in China's regional leading industries, which are different from those of western developed countries, and puts forward that under the conditions of economic system transition, growth mode transformation and mass influx of technology outside the region, The selection and cultivation of leading industries in underdeveloped areas of our country should clarify the relationship between subsistence and export industries in a timely manner, strive to open up markets outside the region, correctly handle the relationship between high-tech and new products, traditional superior industries and emerging industries. Vigorously create an environment for industrial agglomeration and coordination, and strengthen and improve the industrial guidance function of regional governments. The paper also discusses the cultivation of Sichuan's leading industries under the background of economic globalization and the development of the western region.
