论经济增长方式转变与消费适度增长

【摘要】： 如何有效刺激消费增长和经济增长方式的转变是当前乃至今后相当长时期我国经济领域面临的重大课题。影响经济增长方式转变的因素很多，当前的消费不足起了制约作用。本文首先详细、深入地分析经济增长方式转变、消费适度增长的内在涵义和两者在新增长理论、产业经济理论和人力资本理论等多方面的联系，使之成为逻辑起点和理论基础。其中，新增长理论从分工和外部性、边际收益递增等方面，产业经济理论从产业增长模式和产业结构转换、升级方面，人力资本理论从教育等方面分别展开分析。接着本文从企业即微观主体、产业即中观层次、经济波动即宏观层次三方面详尽探讨了消费适度增长对经济增长方式转变的巨大推动作用，，并使之成为本文的中心内容。这些促进作用主要体现在企业科技创新能力提高，产业结构提升、服务业迅速发展、信息产业高速成长和国民经济增长质量提高上。其后，根据经济发展的实际，分析消费不足是我国经济生活中的主要矛盾，并用实证方法阐述了消费不足在消费、储蓄及物价上的主要表现及引起消费不足的多方面障碍因素。最后,本文认为要通过一系列的政策措施和合理分流居民消费与储蓄，以促进消费适度增长和经济增长方式的转变。
[Abstract]:How to effectively stimulate consumption growth and change the mode of economic growth is an important subject in the economic field of our country for a long time to come. There are many factors that influence the transformation of economic growth mode, and the current consumption shortage plays a restrictive role. Firstly, this paper analyzes the transformation of economic growth mode, the inner meaning of moderate growth of consumption and their connection in new growth theory, industrial economy theory and human capital theory in order to make them become the logical starting point and theoretical basis. Among them, the new growth theory from the division of labor and externality, marginal income increasing and other aspects, industrial economic theory from the industrial growth model and industrial structure transformation, upgrading, human capital theory from the aspects of education, respectively. Then this paper discusses in detail from three aspects: enterprise that is micro subject, industry that is mesoscopic level, and economic fluctuation that is macro level, and discusses in detail the great promoting effect of moderate consumption growth on the transformation of economic growth mode, and makes it become the central content of this paper. These promotive effects are mainly reflected in the improvement of the scientific and technological innovation ability of enterprises, the upgrading of industrial structure, the rapid development of the service industry, the rapid growth of the information industry and the improvement of the quality of the national economic growth. Then, according to the reality of economic development, this paper analyzes that insufficient consumption is the main contradiction in our country's economic life, and expounds the main performance of insufficient consumption in consumption, savings and prices and the various obstacle factors that cause the insufficiency of consumption. Finally, this paper argues that the moderate growth of consumption and the transformation of economic growth should be promoted through a series of policy measures and reasonable diversion of household consumption and savings.
