环境保护资金预算管理系统研发及应用

【摘要】:广州作为我国经济发展最快的中心城市之一,环境问题日益增多,环境管理难度也日益加大。环境保护补助资金作为环境管理的一种经济手段,为环境保护各项工作的顺利开展提供了坚实的保障。如何更加合理、高效地将政府财政安排的环境保护资金用于环境治理,是环境保护资金预算管理工作的重要任务之一,也是环境管理的迫切需要。据此,广州市环境保护局提出了建设环境保护资金预算管理系统用以加强资金预算管理的要求。 论文在调研国内外预算管理理论进展和预算管理工具应用的基础上,进行了环境保护资金预算管理系统的总体设计、详细功能设计并搭建了系统框架。论文根据广州市环境保护局预算管理工作的实际情况,阐述了系统建设目标、建设原则及业务需求,,提出了环境保护资金预算管理系统建设方案。论文介绍了系统的构建方法、系统框架、环境配置和功能模块组成,重点讨论了改进的开源免费工作流、嵌入式短信收发及Silverlight技术在系统中的集成应用,实现了主流信息技术服务于环保资金预算管理业务的应用创新。遵循论文所提建设方案开发的系统,实际运行近1年的结果表明,其不仅实现了广州市环境保护局对预算项目的统一管理,还满足了管理人员对预算数据的多种形式统计分析要求,能够为广州市环境保护局在预算编制、审核等方面提供初步的辅助决策依据。
[Abstract]:As one of the fastest developing central cities in China, Guangzhou has more and more environmental problems and more difficulty in environmental management. As an economic means of environmental management, environmental protection subsidy provides a solid guarantee for the smooth development of environmental protection work. How to use the environmental protection funds arranged by the government finance more reasonably and efficiently in environmental management is one of the important tasks in the budget management of environmental protection funds, and it is also the urgent need of environmental management. According to this, Guangzhou Environmental Protection Bureau put forward the request of establishing the environmental protection fund budget management system to strengthen the fund budget management. Based on the investigation of the development of budget management theory and the application of budget management tools at home and abroad, the overall design of the budget management system for environmental protection funds is carried out, and the system framework is designed and built in detail. According to the actual situation of the budget management of Guangzhou Environmental Protection Bureau, this paper expounds the system construction objectives, construction principles and business requirements, and puts forward the construction scheme of the budget management system for environmental protection funds. This paper introduces the construction method, system framework, environment configuration and function module of the system. It focuses on the discussion of the improved open source free workflow, embedded SMS receiving and receiving, and the integrated application of Silverlight technology in the system. Has realized the mainstream information technology service in the environmental protection fund budget management business application innovation. Following the development system of the construction scheme proposed in this paper, the results of practical operation for nearly a year show that it not only realizes the unified management of budget items by Guangzhou Environmental Protection Bureau, It also meets the needs of managers for various forms of statistical analysis of budget data, and can provide preliminary auxiliary decision-making basis for Guangzhou Environmental Protection Bureau in the aspects of budget preparation, audit and so on.
